Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Research Institute of Environmental Medicine (ARIEM), intends to award a firm fixed price purchase order on a sole source basis to: NTT Systems, Inc., North York, Ontario, Canada M5M 2S1. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. RESPONSES WILL BE USED FOR FUTURE ACQUISITIONS ONLY. 1. Nature and description of the supplies or services required to meet the agency's needs: The Military Nutrition Division conducted a study to determine if the dietary amino acid tyrosine can be used in special rations designed for use during high stress military operations. A series of studies will determine if supplemenlation with tyrosine will mitigate cognitive deficits and adverse effects on mood, such as fatigue, produced by severe military psychological stress. Statistical and data analysis are required for a large data set collected during the administration of the first phase of USARIEM Protocol H06"05. The data collected consists of behavioral tests and physiological measures such as heart rate, respiration and skin temperature. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Complex statistical analysis of the nature requested requires extensive familiarly of software previously provided by NTT Systems to USARIEM for assessment and data reduction and preliminary analysis of a variety of behavioral/cognitive parameters including cognitive performance and mood state. NTT Systems also has unique expertise for analyzing complex electrophysiological data and linking such data to behavioral data as documented by the scientific publication: Pigeau RA, Grushcow M, Hughes RE, Heslegrave RJ, Angus RG (1993) Electrophysiological recording and analysis during protracted continuous work experiments. NTT Systems Inc is the only consultant capable of performing the statistical and data analysis required by the Military Nutrition Division. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Market research was not conducted because the NTT software authored is proprietary and only NTT Systems has the required expertise to utilize the data generated by this software. The NTT Systems software is copyrighted and not available to competing vendors. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
