Description
Solicitation #: N00024-11-R-4200 PURPOSE: The Naval Sea System Command (NAVSEA 05T and the PMS 320 Electric Ships Office) is hereby issuing a Request for Information (RFI) from all potential sources who may be interested in the development and manufacture of variable speed drive (VSD) systems for induction and synchronous machines. The Navy is interested in understanding what parts of MIL-PRF-32168, Performance Specification for Variable Speed Drive System for Induction and Synchronous Machines dated July 27, 2004, are cost-drivers and to determine if it would be beneficial to modify the standard to enable the VSDs to be more affordable. No formal Request for Proposal (RFP) or other types of solicitation will be issued. Follow-up questions may be asked of responders for clarification, but this will not indicate a selection or preference. Reponses to this notice will be used for market research by the NAVSEA and the Electric Ships Office (ESO) to determine industry capabilities, cost drivers, and recommendations for the purpose of updating MIL-PRF-32168 of July 27, 2004. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to participate. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All information shall be provided free of charge to the Government. Not responding to this RFI does not preclude participation in any future RFP or other solicitation, if any is issued. DESCRIPTION: MIL-PRF-32168, Performance Specification for Variable Speed Drive System for Induction and Synchronous Machines was issued on July 27, 2004. Additionally, MIL-DTL-17060G(SH) was issued 8 January 2009 with additional guidance on motors to be utilized with VSD systems. Since the issue of MIL-PRF-32168, industry has only offered a limited number of products meeting this specification and the Navy has procured only a limited number of products to this specification. Affordability and the technical challenges in meeting this performance specification are considered to be the significant barriers to a wider adoption of VSDs. Past studies have shown that VSDs can provide significant fuel savings for naval ships; hence the Navy is very interested in a better understanding of the barriers to their adoption. MIL-PRF-32168 is available online at https://assist.daps.dla.mil/quicksearch/. RESPONSES: This RFI is soliciting information that can be used to revise MIL-PRF-32168 to enable more vendors to produce conforming products at a lower cost. Specifically, NAVSEA and the ESO are looking for information on the following: a. Specific requirements in MIL-PRF-32168 that are technically challenging or require significant modification of commercially available VSDs. b. Specific requirements in MIL-PRF-32168 that drive acquisition cost. c. Specific requirements in MIL-PRF-32168 that negatively impact reliability or total ownership cost. d. Recommendations for changes to MIL-PRF-32168. Indicate which text (if any) should be deleted and what text (if any, and where) should be added. NOTE: MIL-DTL-17060G(SH) was issued 8 January 2009 with additional guidance on motors to be utilized with VSD systems, and information contained therein may be of use. NAVSEA requests your responses be submitted by December 31, 2010. Submissions will be accepted after this date, but feedback may not be as timely or contribute to NAVSEA s strategic planning. All submissions become Government property and will not be returned. The ESO and NAVSEA prefer that the letters be nonproprietary. Information provided shall be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. However, recommendations provided for proposed changes to MIL-PRF-32168 must be non-proprietary for the Government to incorporate them into a future revision of MIL-PRF-32168. Classified material will not be accepted. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary.
