- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. Responses are due no later than 3:00 p.m. Hawaiian Standard Time 14 October 2010. This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Honolulu District, requests letters of interest from SMALL BUSINESS PRIME CONSTRUCTION CONTRACTORS interested in performing work on a potential design-build construction solicitation for the $90M FY11 MCA PN52269 Quad D, Whole Barracks Renewal Phase 3B, Buildings 450 and 452, Schofield Barracks, Oahu, Hawaii. Project Description: Renovate/modernize Buildings 450 and 452 of Quad D to provide a 291 PN unaccompanied enlisted personnel housing (UEPH). The following Primary Facility Scope totaling is includes: Renovate Barracks Building (170,941 SF); Chiller Plant (2,670 SF); Lead Paint Abatement (173,611 SF); Asbestos Tile Removal (173,611 SF); and Transite Panel Removal (52,083 SF). Lead paint and asbestos removal will be required. For historical preservation purposes, maintaining the architectural character of all buildings will be emphasized. The renovation of the existing buildings will include structural upgrades to meet current standards of Antiterrorism Force Protection (AT/FP) and seismic codes. The ATFP cost in the primary facility includes replacement of glazing for all exterior windows and exterior glazed doors with laminated glass. The ATFP cost in the supporting facility includes provisions for entry control barriers into parking and service entrances. Supporting facilities include mechanical central plant in building B450 and associated utilities for the whole Quad. Supporting facilities include water, sanitary sewer, storm drainage, sub-drainage, electric service; fire protection and alarm systems and information systems associated with the facilities. Access for persons with disabilities will be provided in public areas. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be included. Air Conditioning (Estimated 121 Tons). The Contractors design team must be able to meet LEED Silver certification or better for the design and construction of this facility. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Responses are to be sent via email to jennifer.i.ko@usace.army.mil no later than 3:00 p.m., Hawaiian Standard Time 14 October 2010. Only interested SMALL BUSINESS PRIME CONTRACTORS shall submit a narrative demonstrating their experience in design-build for Barracks type of work at the similar contract value in a similar type of location, including LEED Silver certification or better. Also requested is a letter from the surety regarding the bonding capability for a single contract action and aggregate of the interested small business prime contractor. Narratives shall be no longer than five (5) pages. Email responses are required. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. Please note that it is required that your company be registered in the Contractors Central Registration System (CCR), please see www.ccr.gov for additional information. In addition, this sources sought is not to be construed as a commitment by the government, nor will the government pay for any information solicited or delivered.
