Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. This is a Sources Sought Notice and is for informational purposes only. The U.S. Army Corps of Engineers, Baltimore District, requests letters of interest from SMALL BUSINESS PRIME CONSTRUCTION CONTRACTORS interested in performing work on a potential design-build construction solicitation for the $15.5M FY10 Congressional Add MCA PN059978/329828, Analytical Chemistry Wing and Administrative Area Addition to the Advanced Chemical Laboratory, Edgewood Area, Aberdeen Proving Ground, MD. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Project Description: A construction solicitation for the $15.5M FY10 Congressional Add MCA PN059978/329828, Analytical Chemistry Wing (11,500 SF) and Administrative Area Addition (14,500 SF) to the Advanced Chemical Laboratory, Edgewood Area, Aberdeen Proving Ground (APG), MD. Construct a state-of-the-art advanced analytical chemistry wing for work with supertoxic chemical agents and toxins with associated data reduction space and administrative space. Construction will be phased to keep the existing labs, which contain supertoxic chemical agents, operational. The contractor will be required to work around these labs during construction. Heating, ventilation and air conditioning system is provided from a central plant. Supporting facilities include utilities; electric service; paving, walks, curbs, and gutters; storm drainage; information systems; and site improvements. APG needs to construct an Advanced Chemistry Lab to meet its current mission. Current facilities are inadequate and now require impermeable surfaces, special chemical hoods with ultra-efficient carbon filtration, and extensive electrical backup systems. Safety and environmental controls are paramount to ensure that personnel and the environment are protected against these supertoxic and lethal materials. Design analysis prepared for this project indicates that significant experience with highly toxic and surety laboratory construction is necessary to support the successful completion of construction of this project within the established constraints. Additionally, the project includes significant renovation of existing laboratory and administrative spaces while maintaining daily function and mission requirements within the facility. Only interested SMALL BUSINESS PRIME CONTRACTORS should submit a narrative demonstrating their experience in type of work at the similar contract value in a similar type of location, including LEED Silver certification or better. Contractors must indicate their small business status (Small Business Hub-Zone, Small Business Service Disabled Veteran Owned, Small Business Veteran Owned). Small Business contractors must perform a minimum of 20% of the work. Also requested is a letter from the surety regarding the bonding capability for a single contract action and aggregate of the interested small business prime contractor. Narratives shall be no longer than five (5) pages. Email responses are required. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. Please note that it is required that your company be registered in the Contractors Central Registration System (CCR), please see www.ccr.gov for additional information. In addition, this sources sought is not to be construed as a commitment by the government, nor will the government pay for any information solicited or delivered. Responses are to be sent via email to kevin.j.cook@usace.army.mil no later than 3:00 p.m. 19 October 2010.
