The labor hour component is for Customer Support Services and is less than 20% of the overall cost of the task order. The reason the Customer Support Services CLIN is Labor Hour is because it is based on the actual amount Helpdesk Calls received and the amount of new users per year. Although, the FDA sited maximum amounts in the solicitation it may be less, therefore it was more cost efficient to use Labor Hour.
