Description
FDA utilizes Empirica's Software Signal Detection Software agency wide to clean, standardize, and report information regarding FDA regulated product. FDA awarded Indefinite Delivery Indefinite Quantity (IDIQ) contract No. HHSF223201000061I with the ability to place time and material, Labor Hour, and Fixed Price task orders. FDA anticipates primarily issuing several firm fixed task orders against the subject contract since most of the work to be performed is streamlined and consists of standard Operations and Maintenance and can be defined as "Steady State Activities". But, due to a possible future need to receive additional customization and enhancement support services such as: training, integration, validation, production, and production roll-out the FDA has determined that it is in the best interest to give the ordering activity flexibility in determining task order type. FINDINGS 1. At this time, it is not possible to estimate accurately the extent or duration of the work, or of the anticipated costs, for the individual task orders to be placed against the subject contract with any degree of confidence. 2. A fixed-price contract type for all task orders placed against this contract would be unacceptable due to a lack of definite specifications and probable cost of performance. Also, there are performance uncertainties. 3. A cost-reimbursement contract would be unacceptable as the program office is unable to accurately describe the majority of the work to be performed, unable to estimate the costs up front and, consequently, unable to evaluate a cost proposal. 4. Services will be provided by the contractor utilizing the services of negotiated labor categories at specific fixed hourly rates. The hourly rates are fully burdened. 5. The Government anticipates materials and labor costs to be associated with some of the additional Signal Detection related tasks. 6. Government surveillance of contractor work / performance will be by the Contracting Officer's Technical Representative (COTR). COMPETITION: This requirement was competed in accordance with FAR part 6 procedures. 1 proposal was received in response to the combined synopsis solicitation posted on Federal Business Opportunities.
