This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-44, July 8, 2010.This is fixed price procurement and requirements will be procured using commercial item procedures. A best value award selection will be made based on price and other factors in accordance with FAR 52.212-2, Evaluation-Commercial Items. Upon award the Government will issue a contract to the selected Offeror or Offerors, all or part of the items could be awarded to multiple offerors or one based on best value to the government. Awards: The Government will make comparisons among the offerors until the Contracting Officer has decided which offeror(s) represent the ultimate best value to the Government. The Government may make multiple awards for each location, or award all items to one offeror, whichever is determined advantageous to the Government. Remote Multiple Delivery Locations: Please note that there are two delivery locations for this RFQ; The availability of any equipment at these sites and in interior Alaska and surrounding remote areas are unknown and will be sparse or nonexistent. The government has no equipment or resources to transport or deliver the tank system(s) and no government furnished equipment is part of this solicitation. 1. Innoko National Wildlife Refuge, 40 Tonzona Avenue, McGrath, Alaska (ITEMS 1,2,& 3) 2. Izembez National Wildlife Refuge, USFWS Hanger at Cold Bay Airport, Cold Bay, Alaska (ITEMS 4 & 5) Submitting a Quote: Quotes submitted shall contain the following information: Submittal shall include shop drawings for the tanks and all appurtenances, showing principal dimensions, materials, fitting locations, and weight. All data/information to verify product offered meets the standards/specification listed (Shop drawings of tanks) and or referenced here, RFQ number, name, address, telephone number of Offeror, terms of any expressed warranty, price, any discount terms and acknowledgement of all solicitation amendments (if applicable). Quote shall also contain all other documentation specified herein. Offerors quote is acceptance of all terms, conditions and provisions included in the solicitation. Facsimile and electronic mail quotes will be accepted. Period of Acceptance for Quotes: The Offeror agrees to hold the prices in its quote firm for 90 calendar days from the date specified for receipt of quotes, unless another time period is stated in an addendum to the solicitation. Late offers: The Government may consider quotations received after the time specified if award has not been made and it is determined to be in the best interest of the government. Do you want all the same as the 1000 AVGAS tank? NO requirement requested for filters, hose; tank replaces existing system. 2.Are you looking for a quote to hook up explosion proof conduit to your electrical supply? NO 3. Solicitation requires Flameshield tanks, but also requires UL 2085 tank building specifications. The Flameshield process is UL 2080 and that is different than UL 2085 with concrete in the inner space between inner and outer shell. Corrected reference to UL2080 from UL2085 4 What is the expected completion date, as some of the equipment has 18 week delivery lead times.Government would like them 90 days after award, however expedited shipping has not been funded. Offeror should provide their best delivery date. 5.What type of AvFuel Cabinets? Stainless Steel or Fiberglass?Request is for steel 6.ITEM 1: What size hose; What length hose?Goodyear, Durodyne, Elaflex or equal. Hose shall comply with API Bulletin 1529, 1", Class 1, Type C, nonelectrically bonded hose incorporating semiconductive cover compound. Seventy five (150 feet) of (operability to -40o F, Impervious to damage at -40o F) hose for use in avgas systems. Couplings shall comply with API 1529. Hose piping shall have integral grounding strap connections. Provide a camlock on the hose from end of hose to the pump. 7.ITEM: 1 What type of fuel nozzle is required?The overwing refueling nozzle shall be equal to a Morrison 218 Aircraft Refueling Nozzle. The valve that controls the flow of fuel to an aircraft shall have a deadman control. Nozzle spout screens shall be 100-mesh or finer and readily accessible for inspection and cleaning. Nozzles shall have dustcovers. 8. Is there a specific coating that will be required for these tanks, will it require a baked on coating or would a spray on marine grade epoxy coating fit the requirement? What is requested is: Marine Grade PaintApply coatings according to manufacturers' recommendations to meet extreme weather conditions with marine exposure. Coating System: Sand blast the entire tank to SSPC-SP6 standards. Paint shall be equal to Chemline, Dupont Imron, Sherwin Williams Dura-Plate, or equal polyurethane epoxy system. Primer to be high solids primer compatible with finish paint. All welding shall be cleaned and weld splatter removed. Threaded openings shall be covered with pipe plugs or thread protectors during coating. Greasy or oily areas shall be removed from surface with solvent. Final color shall be Amershield 1046 (desert sand) or approved equal. 9. Does the solicitation include setting the tanks in place and providing electrical and mechanical connections? The solicitation requires the contractor to deliver the tanks in the applicable designated location(s), the tanks shall be required to be ready for connection to the existing power source. 10. Will AVGAS contain any anti-icing additives (i.e. Prist)? None known 11. Under Item 1.1, what is the "Fuel distribution manifold" referring to? This is reference to the Fuel Dispensing Cabinet ITEM 1.2. Total Quote for Item one should include the tank, the cabinet and freight. 12. Only one dispenser unit is required for the 1,000 AVGAS tank in McGrath. What do the other four tanks connect to?There are 6 tanks total. Besides the 1,000 AVGAS at McGrath there is a 500 Gallon AVGAS at Cold Bay which requires no dispenser as it replaces an existing tank. The other 4 tanks are Heating Oil Tanks and will replace existing tanks. No dispenser until is required for the Heating Oil Tanks. 13.Solicitation mentions 6 tanks but Items only reference 5 tanks.There are TWO tanks being solicited under Item #3. 14. Do you require installation also? If not then FWS will be responsible for off-load and install. Installation is not requested. Delivery to the location includes placing the tank (off-load) at the requested location, unless otherwise stated in the RFQ. 15. Is any type of tank alarm system required (Veeder-Root)?No 16. If install is required, are bollards or concrete pads required?See answer to #14, No installation is requested for these tanks. Description/Specifications: Six (6) Horizontal, Cylindrial, Skid Mounted, STI & UL Listed, Double-Walled, Above Ground Fuel Storage Tanks and related Appurtenances as specified for each unit. (NOTE: There are two tanks under Item 3). MCGRATH, AKITEM #1 (1) - 1000 Gallon AVGAS TANK with CabinetITEM #2 (1) - 1000 Gallon Heating Oil Fuel TankITEM #3 (2) - 500 Gallon Heating Oil Fuel TankCOLD BAY, AKITEM #4 (1) - 500 Gallon AVGAS TANKITEM #5 (1) - 500 Gallon Heating Oil Fuel Tank Tanks: Double wall 1000 and 500 gallon Tank Systems shall be constructed to meet Steel Tank Institute F921, Appendix D and UL 142 requirements for a "Flameshield" tank system or equal. Tested by Southwest Research Institute to SWRI97-04 for fire resistive performance. Tanks shall comply with NFPA 30A fire resistive performance. Provide full detail information/details on available commercial standard warranty Tanks shall be the most lightweight possible to facilitate shipment to remote locations and transport of system to desired location. The total (actual) capacity of the tank shall neither be less than the rated nominal capacity nor more than 110 percent of the rated nominal capacity. All tanks shall be cylindrical in shape and mounted on structural steel beam skids that are an integral part of the tank with the proper nameplates for a supported tank system. Skids are how the tanks are transported around the site. The fill port shall have an integral overfill containment basin with a flow-back drain. In addition ports are required for all the normal functions of a tank system such as filling, suction, interstitial monitoring, one for normal venting for the primary tank, two for emergency venting of the primary and secondary tank, one for fuel level monitoring and one spare plugged with an approved cast iron plug and a frost proof drain valve. The tanks shall have an approved OSHA ladder that is end mounted, fueling platform (when required), lifting lugs, and ground points. Tanks should be fabricated in accordance with UL 2080, Standard for Steel Aboveground Tanks for Flammable and Combustible Liquids with UL 142 nameplate for supported tanks. All ports shall be female threaded. All ports shall be raised and broadened such that there are no depressions around port openings, to prevent ice, snow or liquids from pooling around tank openings. This item is a deviation from most standard tanks. Ports (per tank):Label all ports1.A fill port2.A suction port3.A fuel level gage port4.A leak detection port,5.A spare port6.One normal vent port for the primary tank. The vent for the primary tank shall be a vacuum pressure vent. Tank vents for normal venting shall be of a length to terminate a minimum of twelve feet above grade or as code allows7.Two emergency vent ports, one each for the primary and secondary tank. Tank vents for emergency venting shall be of a length to terminate a minimum of two feet above the top of the tank or as code allows. Overfill basin: Containment basin shall be integral to tank system. It shall hold a minimum of seven gallons. It shall have a push-type access drain for spilled product and a lockable lid. The overfill sump shall not extend into the top of the main tank such that filling of the main tank is restricted from normal fill rates. Sump shall be less than 12" above top of the tank. Access ladder and/or platform: End mounted, lifting lugs, and ground points: Ladders shall comply with the construction requirements in accordance with the current edition of Occupational Safety and Health Standards, Title 29 of the Code of Federal Regulations, Part 1910, Subpart D, Section 1910.27 Signs and Nameplates: Mark each tank with the manufacturer's name, trade name, or trademark or other descriptive marking by which the organization responsible for the product can be identified. Each tank shall be marked with:"The manufacturer's name, trade name or trademark or other descriptive markings by which the organization responsible for the product can be identified.""NO SMOKING" signs on each side""TYPE (Heating oil, Avgas, Unleaded)" signs on each side""SIZE (500)" Gallons signs on each side"UL and STI nameplates permanently attached to the tank system"NFPA Chemical hazard label The required marking shall be embossed, etched, stamped on a nameplate of corrosion resistant metal, or as described below. The markings shall be in a size and style of type similar to FONT: 18 point Franklin Gothic (1/4 inch high letters) or the equivalent. The nameplate shall be attached by welding or brazing or by attaching it by drive screws, rivets, welding, or brazing to a bracket or holder that is then welded or brazed to the tank. If a pressure-sensitive label, ink or paint stenciling, or other method is used, it shall comply with the requirements in the Standard for Marking and Labeling Systems, UL 969; be suitable for outdoor use and exposure to fuels and gasoline; and have a minimum surface temperature rating of 140. The entire system shall be primed and painted with marine grade paint because the tank systems are in an extreme marine environment. Fuel Dispensing Cabinet (For 1000 AVGAS Tank Systems ITEM #1): The pump, fire extinguishers, hose reel, hose, static reel, static line, aviation filters, piping, isolation valves, and electrical connections shall be mounted in a lockable enclosure. The enclosure shall be five feet to the top or reasonable equivalent. The pump shall be as prepared as possible for connection to the existing power source/system. That power source/system is 110 Volt power. The cabinet extension and the lockable attached storage box are critical items. No keyed locks are necessary. Provide a welded on hasp for use with a 3/8 inch shackle pad lock. The cabinet shall have secondary containment sloped to a low point drain. Provide vapor proof braided flexible piping to connect cabinet to the base tank system Contractor shall provide provision for electrical connection to the existing power source. Entire structure shall be primed and painted with marine grade paint. Systems shall arrive as completely assembled and as ready for use as possible.
