Description
In accordance with FAR Part 6.305 AVAILABILITY OF THE JUSTIFICATION: SOLE SOURCE JUSTIFICATION 1. IDENTIFICATION OF AGENCY AND CONTRACTING OFFICE Agency: Social Security Administration (SSA) Contracting Office: Office of the Deputy Commissioner for Budget, Finance and Management (DCBFM) Office of Acquisition and Grants (OAG) Contracting Officer: Rick Bolt (410) 966-8765 Program Office: Office of the Deputy Commissioner for Systems Office of Telecommunications and Systems Operations (OTSO) Division of Acquisition and Resource Management (DRMA) Project Officer: Title: Juniper OAC Client Software Proposed Contractor(s): SDVOSB resellers •2. NATURE OF ACTION We seek approval to award a sole source firm-fixed-price (FFP) contract. The contractor will provide the required Juniper Odyssey Access Client (OAC) software and software maintenance for SSA laptops for Wireless connectivity. •3. DESCRIPTION OF SERVICES AND ESTIMATED COST SSA requires a contractor to provide the Juniper OAC client software to support the SSA Wireless Project. This recommended purchase is in support of SSA's compliance with Homeland Security Presidential Directive 12 (HSPD-12), Policy for a Common Identification Standard for Federal Employees and Contractors. Based upon this directive, the National Institute for Standards and Technology (NIST) developed Federal Information Processing Standards Publication (FIPS Pub) 201 including a description of the minimum requirements for Federal personal identification verification (PIV) system. HSPD-12 directs the implementation of a new standardized credentialing process, which is designed to enhance security, reduce identity fraud, and protect the personal privacy of those issued government identification. The OAC is the critical element for the Wireless Client configuration for the smart card implementation in order to meet the compliance with the HSPD-12 initiative. Juniper Networks ® Odyssey Access Client is a family of standards-based, enterprise-class 802.1X clients or supplicants built explicitly for use by enterprises and government agencies. OAC delivers comprehensive support for the advanced protocols required for secure network access. It provides robust security for wireless networks, fully ensuring the safety and integrity of user credentials and transmitted data. OAC secures machine authentication and network connectivity, ensuring that users connect to the appropriate network in the appropriate manner, that login credentials are not compromised, and that user and device credentials and transmitted data remain secure and private. The Juniper OAC client also allows for the configuration of, no peer-to-peer is allowed (if wired and wireless are connected, the client will disable wireless and show connected wired. The client also provide the ability to have Preferred SSID control - If the user is in range of SSA SSID the supplicant will connect only to the SSA SSID. Having the Juniper OAC client as part of the PWP image for all SSA laptops, has significant advantages for providing standardization for client software, management, control and testing of a standard image. The process for installation for new Wireless users would be streamlined and provide better control for future client code updates. •4. ACQUISITION PLAN STATUS The acquisition plan for this procurement is OTSO-10-790C0. The requisition number is PR 3318-10-1472. 5. STATUTORTY AUTHORITY The software to be acquired is "commercial" in nature as defined at Federal Acquisition Regulation (FAR) Part 2, and will be acquired using FAR Part 12 provisions/clauses, as well as the procedures outlines at FAR 13.500 "Test Program for Certain Commercial Items." The software must be brand name as described at FAR 13.501(a)(2)(ii) and SSA will use the simplified acquisition procedures under the authority of the Services Acquisition Reform Act of 2003 (41 U.S.C. 428a). 6. CONTACTOR'S UNIQUE QUALIFICATIONS The Juniper client also has features other clients do not: •1) The Juniper OAC client provides reliable roaming capabilities. Roaming is basically when the SSA user moves around a floor within a building, they will move from one access point (AP) to another AP within network because the signal strength is too weak. •2) The Juniper OAC client Scan-list, which displays the Wireless service, s et id entifier ( SSID) for the Wireless networks, give us the capabilities to force laptops to connect to the SSA SSID when in range. This is a security requirement for SSA Wireless LANs. •3) Juniper allows us to create and use the Custom Installer tool to create a preconfigured installer (.msi) file for easy of deployment. After you have the.msi file, you can deploy the OAC configuration to users with a variety of mass-distribution deployment tools. •4) Juniper is the only client that satisfied our security requirement for no peer-to-peer connectivity. The SSA user will not be allowed to have both wireless and an Ethernet cable connection (wired) connected at the same time. The Juniper OAC client will disable the wireless connection in this case and use the wired connection. •7. SOLICITATION EFFORTS SSA performed testing and evaluation of other client and found failures with support for the certificates and the authentication process which did not meet SSA HSPD-12 requirements. SSA also perform testing and evaluation of another client and found failures with the roaming capabilities, failures with connecting after sleep mode, and failures with scan lists and connecting to the appropriate SSID for SSA Wireless connectivity. 8. REASONABLENESS OF COST The contracting officer will execute a determination concerning "fairness and reasonableness" prior to awarding the contract. This determination will be based on an analysis of the software and upgrade prices proposed by the contractors. The proposed prices will be based on current commercial prices, which will be verified prior to award. Prices will be determined to be fair and reasonable consistent with FAR 13.106-3(a)(2)(i),(ii) and (iii). 9. MARKET RESEARCH 10. OTHER FACTS None 11. LIST OF SOURCES EXPRESSING INTEREST IN THE ACQUISITION No other sources have expressed an interest in the acquisition. 12. PROCURMENT HISTORY N/A 13. ACTION TAKEN TO REMOVE BARRIERS See paragraph 7 above. SSA will continue to survey the market place by notifying the vendor community of the intent to make a brand-name award, and reviewing any product literature and capability statement submitted by the vendor community.
