- THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). NO SOLICITATION IS BEING ISSUED AT THIS TIME. THIS NOTICE SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT, NOR DOES IT RESTRICT THE GOVERNMENT TO A PARTICULAR ACQUISITION APPROACH. ANY INFORMATION PROVIDED TO THE GOVERNMENT AS A RESULT OF THIS SOURCES SOUGHT NOTICE IS VOLUNTARY. RESPONSES WILL NOT BE RETURNED. NO ENTITLEMENT TO PAYMENT OF DIRECT OR INDIRECT COSTS OR CHARGES BY THE GOVERNMENT WILL ARISE AS A RESULT OF CONTRACTOR SUBMISSION OF RESPONSES OR THE GOVERNMENT'S USE OF SUCH INFORMATION. This Sources Sought Notice is for planning purposes only. The applicable NAICS code is 561110 with an associated small business size standard of $7,000,000 average annual receipts. This effort is a recompetition of the existing Business Resources and Staff Support (BRASS) contract; new effort is entitled "Business Operations and Support Services (BOSS)". Capable 8(a) sources are sought to provide business support, including all administrative support areas as referenced below, and program management activities within the Air Force Research Laboratory (AFRL), Directed Energy (RD) and Space Vehicle (RV) Directorates located on Kirtland AFB, NM, primarily at Phillips Research Site (PRS). The anticipated period of performance is 1 August 2011 through 31 July 2016. The Government intends to award an indefinite-delivery indefinite-quantity (IDIQ) contract and issue tasks orders (TBD - Cost Plus Fixed Fee (CPFF) or Firm Fixed Price (FFP)) for an ordering period of 5 years; anticipated maximum ordering value is $49M. 8(a) concerns should respond to this notice by submitting a statement of capability (SOC). The SOC shall contain pertinent and specific information addressing the following areas: (1) Proof of 8(a) status; (2) Expertise in the areas of administrative support; financial management; program/project support; program control support, execution, and reporting; additional support functions of archival support, marketing, human resource liaison, training, acquisition certification manager, general training manager, protocol, process development and documentation, facilities/equipment support, technical library management, mail center support and public affairs support; (3) Evidence of successful performance within the past three (3) years of no more than five (5) contract efforts similar in magnitude and scope to the work described in this notice. Include information such as contract amounts, performance periods, and points of contact. Some positions may require a security clearance up to TOP SECRET. The Government requires on-site performance (Kirtland Air Force Base NM). As such, base support shall be provided by the Government to the Contractor. Base support includes Government-controlled working space, material, equipment, services, or other support that may be made available at or through any Air Force installation where this contract shall be performed. All contractor personnel who require access to Government computer systems are required to obtain a National Agency Check (NAC) consistent with Public Trust Positions (Standard Form 85P or most current form). SOCs (original plus 2 copies, limited to 15 pages) must be received within 15 calendar days of this announcement, substantiating each qualification described in (1) through (3) above for RFP#FA9451-11-R-0224. 8(a) concerns that meet the requirements described in this announcement are invited to submit their responses to Det 8 AFRL/RDKL, Attn Linda Buix, Contracting Officer, or Ramon Martinez, Contract Specialist, 2251 Maxwell Avenue SE, Kirtland AFB NM 87117-5773, MARK FOR: FA9451-11-R-0224. Any costs incurred as a result of this announcement shall be borne by the offeror and will not be charged to the Government for reimbursement.
