Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to procure F5 Big IP load balancers and 3 year maintenance support on a brand name basis for the Navy Personnel Command, Millington, TN 38054. The brand name is F5. The proposed procurement is being processed on an other than full and open competitive basis with F5 and authorized resellers pursuant to section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a). The proposed action will result in a firm fixed price purchase order consisting of a twelve month base period with two (2), twelve month option periods. At this time, the F5 Big IPs is the only available solution that fully meets the Government ™s minimum needs. The devices are compatible with the equipment at the Disaster Recovery (DR) site. If the F5 Big IPs are not funded, the BUPERS Online (BOL) and Electronic Military Personnel Record System (EMPRS) environments would experience extended downtime at both the local (Millington) and remote (Great Lakes) until an alternate solution could be architected, procured, stood-up, tested and implemented. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within seven days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
