Department of Veterans Affairs Medical Center Procurement Business Division Orlando FL 32803 MARKET RRESEARCH Determination & findings Market Survey 2237 request number 675-11-1-804-0002 was received in Tampa Contracting Office (SAO East 8 Services Team) to establish service contract for one base year with four (1) one year options. This contract will be established to provide a stable living environment to house homeless veterans, including substance abuse/mental health treatment, physical, emotional and spiritual needs. A search of the Federal Supply Schedule and GSA revealed this item is not available under contract. A search of VETBIZ revealed there are no Service Disabled, Hub Zone, Women Owned Small Business, or Service Disabled owned Businesses under NAICS code 624221 (homeless shelters) or NAICS 624229 (Transitional housing agencies) located in Florida to provide these services. Market research found a local area set aside is needed to facilitate transportation requirements; in accordance with the statement of work the contractor's facility shall be located in an area which is accessible to local transportation and at a reasonable distance to the Orlando VAMC. Research yielded three facilities located in the Orlando metropolitan area with NAICS code 624229 (temporary shelters) and NAICS code 624191 (family shelter). Market research performed by social work office in Orlando found that there are facilities capable of supplying the required service and that are located within the local catchment area. Determination In accordance with FAR 10.001, market research was conducted. In accordance with FAR 6.102 full and open competition will be pursued with all qualified facilities that meet the Government requirements through use of competitive procedure(s). Full and Open Competition has been determined to be best suited to the circumstances of this contract action and consistent with the need to fulfill the Government's requirements efficiently. The solicitation will be posted on FBO. Contract award could be made to more than one capable Vendor.
