Description
The Broadcasting Board of Governors (BBG) anticipates a pending need for a Contractor to provide air services for its airborne broadcast platform called �AeroMarti.� The Contractor will be required to have two (2) Grumman Gulfstream I turboprop aircraft, or equivalent for the performance of this contract, and shall have the capability to install on-board these Contractor owned and operated aircraft the above mentioned airborne broadcasting platform called "AeroMarti," which includes U.S. Government television transmission systems made operational for broadcasting both UHF and VHF television. The Contractor shall perform at a minimum the following: 1. install the Government's existing transmission systems on-board Contractor-owned aircraft in strict compliance with the original electronic design configuration, 2. make all on-board systems operational and insure propagation parameters are met, and 3. perform and maintain the necessary air services to operate "AeroMarti" for up to 6 days/week broadcast/mission flight schedule. The contractor shall provide all supervision, labor, tools, equipment, materials, documentation, reports, supplies, services testing, licenses, permits, parts, materials and shipping as necessary to perform the required services. Those who are interested are advised that the Contractor must be able to install the above referenced broadcast equipment into its aircraft and make it fully operational for broadcasting without any disruption or break in service to the ongoing daily "AeroMarti" mission. To ensure that there is no disruption or break in services the Contractor may use a phased approach to complete the system integration of each of its two aircraft to meet the ongoing daily 'AeroMarti' mission. In addition, the Contractor will be required to submit an aircraft system integration plan with its proposal for review and approval by the Government. The period of performance will include an initial one year with annual renewal options up to 5 years. Contract payment for air services shall be executed on the basis of aircraft hours flown in support of the broadcast mission only. The forthcoming full and open competition Request for Proposal (RFP) Solicitation will provide the details on the overall requirement and will be released on or about October 26, 2010.
