Description
The Department of State, Office of Acquisition, International Narcotics and Law Enforcement Branch is soliciting a Sources Sought request for planning purposes only and does not constitute an Invitation for Bids or a Request for Proposals. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this Sources Sought. The purpose of this Sources Sought is to receive feedback and Capability Statements from the Small Business community and is in support of market research. The International Narcotics and Law Enforcement Affairs (INL) Bureau is seeking interested Small Business Sources capable of providing international training and project management services to support the International Law Enforcement Academy (ILEA) program in Roswell, New Mexico. Background: INL works to reinforce the international network of laws and conventions against the narcotics trade, corruption, and gang-related and international organized crime demonstrating the real-world value of cooperation. The Bureau's policies and programs work to promote stable environments, good governance, and stronger civic institutions for our partners. A world-wide network of International Law Enforcement Academies (ILEAs) was created to combat international drug trafficking, criminality, and terrorism through strengthened international cooperation. Serving four regions: Europe, Africa, South America, and Asia; ILEAs help protect American citizens and businesses, buttress democratic governance through the rule of law, enhance the functioning of free markets through improved legislation and law enforcement, and increase social, political, and economic stability. In furtherance of this effort the Department of State established an International Law Enforcement Academy located in Roswell, New Mexico. The ILEA in Roswell became operational in 2001. The Academy has a dedicated campus building that includes two classrooms, administrative offices several small break-out rooms and a computer lab. Scope: Potential Small Business sources either alone or with appropriate teaming partners must have demonstrated expertise and capability to deliver international law enforcement training programs and manage the ILEA Roswell facility. Specifically, in regard to INL’s updated ILEA Roswell program, qualified small business sources will assist INL by providing information, analyses, evaluations, recommendations, operational and technical support, instructional systems design, training instruction, logistical support and day-to-day administrative services to assist the ILEA mission in both the development and execution of the ILEA Roswell program in the following areas: 1. Criminal Justice Training In furtherance of INL missions the Small Business contractor will provide an academic criminal justice program to assist mid-career, foreign criminal justice government officials with academic and professional development through a criminal justice and public policy training program that links the theory and science of criminal justice to the formulation and execution of effective and responsible public policy. 2.Legal Technical and Implementing Regulations Workshops In furtherance of the INL missions, the Small Business contractor will develop Legal Technical and Implementing Regulations training workshops with partner governments. 3.Instructional Design Services and Law Enforcement Training Delivery In furtherance of the INL missions, the ILEA Roswell program will have a need to develop law enforcement training material. The contractor shall develop training material following Instructional Systems Design methodology with attention to best practices of adult learning. 4.Alumni Networking In furtherance of the INL missions, the Small Business contractor will facilitate an alumni community of law enforcement professionals who have participated in Domestic ILEA-sponsored programs that would allow the participants to actively network and exchange information. 5.Facility Management The Small Business contractor will provide management of the dedicated campus facility in Roswell, NM that includes administrative offices, two large classrooms with built in simultaneous interpretation equipment, a computer lab and office space for instructors. 6.International Logistics Support The Small Business contractor will provide logistic support to in-bound foreign government delegations to include airport meet and greet, ground transportation to/from airports and to/from other program activities as needed, lodging, M&IE and a single logistical point of contact for DOS and the participants during their entire stay in the U.S. 7.Program Monitoring and Evaluation The Small Business contractor will provide a systematic and objective approach or process for monitoring project performance toward its objectives over time. Vendor Submission Instructions: Small Business Vendors who believe that they possess the expertise and experience to fulfill all of these requirements are invited to submit technical and management capabilities, and experiences addressing each of these areas in writing. Please limit your response to no more than ten pages (size: 8.5”x 11” pages, with 1” margins), using Times New Roman 12 pt font or equivalent. Also include information such as: Company name, address, email, telephone number, points of contact, size of business pursuant to North American Industrial Classification System (NAICS). To the maximum extent possible, please submit Non-Proprietary Information. All information received in this Sources Sought that is marked “Proprietary” will be handled accordingly. Responses to this Sources Sought will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this Sources Sought are not offers and cannot be accepted by the Government to form a binding contract.
