- Statement of Work 11-R-0015 LIFE CYCLE SUPPORT FOR THE PC-BASED OPEN ARCHITECTURE FOR RECONFIGURABLE TRAINING SYSTEMS (PORTS) PRE-SOLICITATION NOTICE The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to provide PORTS technology based Surface Navy training systems. PORTS is a simulation architecture technology used in the design of many Surface Navy shore-based trainers. The PORTS program is based on the use of a Commercial off the Shelf (COTS) simulation engine called the Combined Tactical Training and Analysis System (CTTAS). CTTAS functions as an instructor station and manages the simulation for each specific trainer being developed. The PORTS/CTTAS architecture forms the core of a family of simulations. The program is intended to meet immediate and future training needs for the Surface Navy. Based upon the Sources Sought responses submitted on 02 April, NAWCTSD seeks to competitively purchase these services via full and open competition. For purposes of reporting business size, the applicable North American Industry Classification Systems (NAICS) Code is 541519 with a size standard of $25.0 million. A single award, Indefinite Delivery/Indefinite Quantity contract with a 5-year ordering period is anticipated. The Government reserves the right to make award on initial offers without discussion. Please be advised that periodic access of this web site is essential for obtaining updated documentation and the latest information regarding this procurement. NAWCTSD will host a pre-solicitation conference on 26 October 2010. The conference will be held in Orlando, Florida at the NAWCTSD DeFlorez Building from 0900-1200, with one-on-one sessions available from 1300-1600. The purpose of this conference is to provide potential offerors with additional insights to the PORTS based trainers, inclusive of a demonstration of several PORTS based training applications. All questions should be submitted to NAWCTSD no later than 22 October 2010 for inclusion in the discussions of 26 October. Formal responses to any questions received will be posted on the NAWCTSD Business Opportunities website at http://nawctsd.navair.navy.mil/EBusiness/BusOps/Acquisitions/Index.cfm. The RFP number for this solicitation is N61340-11-R-0015. The formal release of the RFP is anticipated on or about 17 December 2010 and will be available for downloading on our business opportunities website provided above. NO HARD COPIES WILL BE MADE AVAILABLE Attendance will be limited to two (2) representatives per firm. The Government reserves the right to reduce the number of representatives per firm should capacity constraints become an issue. Pre-registration of attendees no later than 22 October 2010 is necessary to allow admittance of your firm into the Government facility. The DeFlorez complex is a secure facility and walk-in will not be accommodated.
