Description
The United States General Services Administration (GSA) currently occupies Flex Space under a lease in Landover, Maryland. GSA is seeking a replacement lease of approximately 105,000 rentable square feet of space to house this requirement. The space must meet NFPA requirements for fire and life safety plus handicapped access in accordance with ABAAS guidelines. Approximately 30% of the space is used for warehouse and related functions and 70% for office and administrative functions. The space must be located within 2,640 walkable linear feet of a metrorail station. The facility must be able to accommodate an emergency generator that in the event of a power outage can sustain a work force of approximately 100 employees for five days. The space offered must be capable of accommodating ISC Level III Security requirements. The Government will consider relocation if it is determined to be economically advantageous. The Government will use the information it receives in response to this advertisement as a basis to develop a cost benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as other costs likely to be incurred through locating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. LEASE TERM: The proposed lease is for ten (10) years firm with a five (5) year renewal option. LOCATION: All properties submitted to the Government must be located within 2,640 walkable linear feet of a metrorail station and within the delineated area bound by the following: North: Annapolis Road East: Interstate 95/495 South: Central Avenue West: Southern Avenue, SE to Southern Avenue, NE to Eastern Avenue, NE to Route 295/Baltimore Washington Parkway Spaces fronting both sides of perimeter streets of the delineated area will be considered. OCCUPANCY DATE: Space must be ready for occupancy and delivered to the Government no later than May 1, 2011. Expressions of interest must be submitted in writing and should include the following information at a minimum (this is not an invitation for bids or a request for proposals): • Building name/address and age. • Location of space in the building and date of availability. • One-eighth inch scale drawing of space offered. • ANSI/BOMA defined general office usable square feet ("USF"). • Rentable Square Feet ("RSF") offered and rental rate per usable square foot, specifying included services, utilities, and tenant improvement allowance of $42.08/ANSI BOMA office area SF, meeting GSA's standard building shell requirements. • Common Area Factor used to determine the RSF. • Location and number of parking spaces available to the Government and cost, if any. • Date building will be ready for commencement of tenant improvements. • Name, address, telephone number, and email address of authorized contact. AUTHORIZED CONTACTS: GSA is using a tenant broker to represent the Government in lease negotiations for this transaction. In no event shall a potential offeror enter into negotiations or discussions concerning a space to be leased with representatives of any federal agency other than the authorized officers and employees of the GSA or their authorized representative, Jones Lang LaSalle Americas, Inc.
