Description
HUD Philadelphia Contracting Operations Branch intends to procure professional services to develop a Healthy Community Index and a related Healthy Community Assessment Tool, and to pilot the Tool's use in four cities selected by HUD. The applicable NAICS code is 541620, with a size standard of $7 million. This acquisition shall be competed among eligible small concerns only. Offerors that are not small business concerns are ineligible for award and therefore will not be considered for this procurement. Contractors must also be registered in the (CCR) Central Contractor Registration to be considered for award of a Federal contract. Registration information can be found at the CCR website at www.ccr.gov, or by calling (888) 227-2423. Proposals will be evaluated based on both price and technical factors, with the successful offeror representing the best value to the government, all factors considered. The specific evaluation criteria for this procurement shall be explained in detail in the solicitation package. The proposed contract award will be a firm fixed-price contract consisting of a one-year base period with two additional one-year option periods. The complete solicitation, which will contain a full description of the services required as well as a detailed explanation of how to prepare and submit a proposal for these services, will be made available for download on or after October 28, 2010, on the Federal Business Opportunities (FBO) website, which is where this notice was published. All interested parties must download the solicitation from the FBO website; telephone or fax requests will not be accepted. Any amendments, if issued, will be available for download on the FBO website. Potential offerors who download the solicitation will not automatically receive any amendments; you are therefore advised to check the FBO website frequently to see if HUD has issued any amendments to this solicitation. Please note that this is a new requirement; therefore, no previous contract information is available. No further information regarding these services or the specific proposal requirements will be provided prior to issuance of the solicitation on October 28, 2010.
