Description
The U.S. Army Research Development, and Engineering Command on behalf of the Joint Program Executive Office for Chemical Biological Defense (JPEO CBD) intends to procure on a sole source basis Critical Reagents Program (CRP) real time polymerase chain reaction (PCR) assay optimization, augmentation, and transfer in to freeze-dried RAZOR Reagent pouches compatible for use on the Idaho Technology, Incorporated RAZOR EX instrument platform. The intended contractor is Idaho Technology Incorporated, 390 Wakara Way, Salt Lake City, Utah 84108. It is anticipated that a Firm Fixed Price type contract will be issued for one (1) base CLIN for the development of the assay optimization, augmentation, and transfer into the RAZOR Reagent Pouch, and option CLINs for the RAZOR Reagent pouch production and delivery. Idaho Technology is the only known source for reagent pouches compatible with the RAZOR EX instrument platform. No other source can produce this requirement. The statutory authority permitting acquisition of this requirement by other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2) Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. While this notice is not a request for competitive proposals, responsible parties purporting to have the requisite credentials to provide these services and supplies without unacceptable delays or expense in fulfilling the agencys requirements, must furnish in writing within 15 days of this notice, factual information which clearly supports and demonstrates that their company is sufficiently able to provide the required PCR optimization and augmentation to incorporate into an assay pouch for use in the RAZOR EX system. The Contracting Officer responsible for this action is Ms. Lynn Selfridge.
