- NASA intends to award a sole-source contract extension to SGT, Inc. pursuant to 10U.S.C 2304(c)(1), Only One Responsible Source, in support of Goddard Space FlightCenters (GSFC) Applied Engineering and Technical Directorate (AETD). This procurementis to extend Contract NNG10CR13C for an additional period not to exceed 2 months, fromFebruary 1, 2011 through March 31, 2011, and to increase the IDIQ maximum ordering value.The Final RFPs for the follow-on procurements to the METS contract was previouslyreleased and all proposals have been received.This extension is necessary to allowsufficient time to finalize contract award activities associated with the SoftwareEngineering Support (SES) procurement.This extension will allow for a continuation ofcurrent service orders issued, for modifications to existing service orders, and for newwork until the SES competitive follow-on contract is in place. The contract extension andincrease to the IDIQ maximum ordering value are necessary in order to ensure programcontinuity and critical mission support and to avoid significant technical impacts to theAETD and supporting directorates. The current Contractor is required to provide on/off-site multidisciplinary engineeringservices supporting all aspects of mission and instrument development and implementationas required by the AETD. SGT, Inc., as the current incumbent, has the combined training, experience, and expertiseto provide uninterrupted continuation of mission critical support. Due to the time andsubstantial duplication of costs involved in procuring and phasing in another contractor,SGT, Inc. is considered the only contractor that can meet GSFCs needs given the shortperiod of performance for the extension. Interested organizations may submit theircapabilities and qualifications to perform the effort in writing to the identified pointof contact not later than 5:00 PM EDT on October 28, 2010. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.An ombudsman has been appointed -- See NASA Specific Note 'B'.
