- Description
- The sole source determination is for the procurement of post processing software for acoustic data for all National Marine Fisheries Services' Science Centers (NMFSSC). The processing software is required to import data in the internationally recognized HAC format on a personal computer, as well as formats from all commercially available scientific echosounders. Market research has shown only one product and only one company known to provide this product: Echoview supplied by Myriax Software Party Limited. NMFSSC has been using Echoview for the past ten years and will continue to use Echoview until equivalent software is created that will cause competition for this procurement. Seeking Echoview software or equivelant base module, bathmetry, analysis export, echolog 500, live viewing, virtual echogram, scripting, and echo impact export. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. It is anticipated that a firm-fixed price contract for the U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD) will be awarded. The North American Industry Classification Code (NAICS) is 511210 with a size standard of $25m. The Federal Supply Classification (FSC) Code is D302. All contractors doing business with the Government are now required to be registered with the Central Contractor Registration (CCR). NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. Interested firms should submit in writing, its name, address, point of contact, telephone number, business type and size and a brief narrative regarding its capability to provide the required services. It is the Government's intent to analyze responses from firms which can operate in the areas of consideration as specified above. In the event that firms are not considered qualified in these areas, the Government may seek firms which can provide the required services nationally and without restriction to size standards.
