Volpe National Transportation Systems Center (Volpe Center), intends to negotiate on a sole-source basis under statutory authority of 41 U.S.C. 253(c)(1) and Far 6.302-1 only one responsible source and no other services will satisfy agency requirements, a contract with the University of Pennsylvania. The Volpe Center is supporting the Federal Aviation Administration with "Research and Analysis of FAA Noise Tools Ability to Support the Prediction of Noise From Commercial Jet Aircraft during Mission Segments En-route." The Volpe Center is procuring research and analysis focusing on identifying the capabilities in the FAA noise tools that will support the prediction of noise from commercial jet aircraft during mission segments en-route, as well as identifying the gaps in this capability. This procurement requires the evaluation of Penn State University's (PSU) Hybrid Propagation Model (HPM), which is identified by the FAA's PARTnership in Noise and Emissions Reduction (PARTNER) /Center of Excellence (COE) program, as one of the best available models in terms of altitude dependent meteorological effects on noise levels from high-altitude aircraft. The HPM was develop by PSU in State College, PA and remains proprietary to PSU. To provide this analysis the Volpe Center requires the contactor to 1. Evaluate the capabilities of existing noise propagation models to accurately account for long distance noise propagation from en-route aircraft operations 2. Assess the need for additional en-route aircraft operations data 3. Develop recommendations for a long distance noise propagation modeling methodology that includes the effects of altitude dependent meteorology and is compatible with Integrated Noise Model and Aviation Environmental Design Tool databases for the estimation of en-route noise. To assess the capabilities of FAA noise tools to assess long range noise propagation and the proposal of modifications to the FAA model to account for altitude dependent meteorological effects on noise levels from high-altitude aircraft it is necessary for the contractor to have access to PSU's HPM. The applicable North American Industry Classification System code for this requirement is 54171. This procurement will be conducted in accordance with FAR Part 15, Contracting by Negotiation. Interested firms must submit in writing, no later than November 1, 2010, to the above named point of contact, a maximum of three pages addressing their ability as contractor to access the rights to utilize PSU's HPM.
