- NASA/GRC plans to issue a Request for Proposal (RFP) for the Stitching and Weavingof Ceramic Materials. NASA anticipates an IDIQ requirement. The procurement contains opportunities for the weaving of ceramic fabrics and/orpreforms, and for stitching of layers of dissimilar materials prior to, and in support ofthermal testing and research efforts under the NASA Hypersonic Project being conducted atthe NASA Glenn Research Center (GRC) and Langley Research Center (LaRC). Hypersonic flight and planetary entry require the development of enabling hightemperature thermal protection systems. Many of the proposed concepts will utilize wovenceramic fabrics, non-woven ceramic fibrous insulation, woven preforms, and stitching oflayered materials using ceramic fiber tow. While some of these utilize existing state ofthe art methods, in other configurations some method and/or process development isanticipated in working with fragile ceramic fibers. This procurement is being conducted under Simplified Acquisition Procedures (SAP).The Government does not intend to acquire a commercial item using FAR Part 12. This procurement is a total small business set-aside. The NAICS Code and Size Standard are 314999 and 500 employees, respectively.The anticipated release date of RFP NNC11359052R is on or about 10/28/10 with ananticipated proposal due date of on or about 11/29/10.All responsible sources may submit a quote which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
