Description
The Naval Air Systems Command intends to award a sole source delivery order to BAE Systems Information and Electronics, Nashua, NH under the BOA N00019-11-G-004 for supplies and services required for field support of U.S. Navy and Royal Australian Air Force test and evaluation activities related to various Integrated Defensive Electronic Countermeasures (IDECM) Suites. This effort will support all test and evaluation activities related to IDECM Block 3 (IB-3) at Government and BAE sites during development and operational testing. The support will include technical services in the field and at BAE facilities for the AN/ALQ-214 (with additional IB-3 functionality), the Electronic Frequency Converter (EFC) and the AN/ALE-55 Fiber Optic Towed Decoy (FOTD); installation and checkout onboard the F/A-18E/F aircraft; on-site laboratory setup, debugging and operation; hardware and software troubleshooting and repair; data reduction and reporting; flight certification; flight test crew training; pre-flight briefing; and post-flight debriefing; data reduction, failure analysis and reporting, and support of production lot sample flight testing. BAE will report on each investigation, and may be required to prepare and submit Engineering Change Proposals (ECPs), Technical Directives (TDs) and Version Description Documents (VDDs) for Hardware or Software corrections, as determined by the Government. The action is being awarded in accordance with FAR6.302-1 "Only One Responsible Source No Other Supplies or Services Will Satisfy Agency Requirements." BAE is the sole designer, developer, and manufacturer of AN/ALE-55. BAE is the only qualified source which possesses the requisite knowledge required to perform this requirement in a timely and cost effective manner.
