- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12 and FAR Part 13, as supplemented with the additional information attached to this notice. The Social Security Administration, Region I is publishing this combined synopsis/solicitation notifying interested individuals of its intent to issue a Request for Quote for the establishment of Blanket Purchase Agreements in order to, on an as needed basis, Verbatim Hearing Recordings (VHR) for Disability Hearings for the Office of Disability Adjudication and Review (ODAR). Individual call orders will be placed against these BPAs for the VHR products. The Solicitation Number is SSA-RFQ-R01-11-1001. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 20005-38. The associated North American Industrial Classification Code for Court Reporting and Stenotype Services is 561492, with a small business standard size of $7.0 million. This requirement is a 100% set aside for small business. The period of performance for the BPAs will be for a base period plus 2 one-year option periods. The Place(s) of Performance will be throughout Region I. The states included are: Massachusetts, Connecticut, Maine, New Hampshire, Rhode Island and Vermont. The VHR Contractor for an SSA hearing, before an Administrative Law Judge (ALJ), is responsible for the delivery of a final product consisting of: 1. Complete, legible and accurate notes, in the Agency provided software format for digital proceedings, summarizing all aspects of hearing testimony and Administrative Law Judge (ALJ) directives at each hearing proceeding before an SSA ALJ; 2. A complete set of proposed and admitted exhibits offered by the claimant on the day of the hearing, along with any background records associated with the record available at the sites; and 3. A complete audible digital recording, on compact Disc (CD) and computer hard drive, of the verbatim record for each hearing proceeding before an SSA ALJ, labeled with the claimant's name, social security number, hearing date and digital recording identification. All contractors must be registered in the Central Contractor Registration database at www.ccr.gov prior to award, and all contractors must undergo a security background screening prior to performance of any work under the BPA.
