- Naval Facilities Engineering Command (NAVFAC) Pacific, Site Thailand plans to award a contract for Base Operating Support (BOS) services for Naval Mobile Construction Battalion (NMCB) Detachment Camp located in Timor-Leste. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. Services are currently being provided under the previously awarded NAVFAC cost-plus-award-fee, indefinite-delivery/indefinite-quantity Global Contingency Services contract. The NAICS Code for this proposed procurement is 561210 and the annual size standard is $35,500,000.00. This will be a performance-based service contract. The Performance Work Statement format will follow NAVFAC ™s FSC/BOS standard template, which complies with OMB ™s and DOD ™s Performance-Based Service Acquisition requirements. The proposed contract type is a combination Fixed Price/Indefinite Quantity with Award Option provisions. Indefinite Quantity work includes acquisition of construction materials support. The proposed BOS contract would include the following requirements: (1) Security Guard Operations (2) Warehousing (3) Janitorial (4) Pest Control (5) Refuse Collection/Recycling (6) Vehicle Support (7) Acquisition Support (9) Provision of potable water and bottled water (10) Waster Water Removal (11) Communications such as VOIP, CATV and Internet (12) Project package development and execution and space management (13) Galley (Food Services) (14) Continuous and reliable electrical power for the Camp The full performance start date for this contract is anticipated to commence 23 May 2011. The performance period will be for a base period of twelve months and four (4) option periods of 12 months each, for a total of not to exceed 60 months. Only the FFP portion of the base period will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. Interested parties should respond no later than 29 Oct 2010.
