REFERENCE - UPDATE/CHANGE TO RFI 26-23925-10 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The Virginia Contracting Activity (VaCA) solely for information issues this RFI and planning purposes; it does not constitute a formal solicitation, Request for Proposal (RFP) or a promise to issue a formal solicitation, RFP or Broad Area Announcement (BAA). This RFI does not commit the Government to contract for any supply or service. VaCA is not seeking proposals at this time. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future solicitation, RFP or BAA. It is the intent of VaCA to use this for market research purposes only. In the event of a formal solicitation release, it will be issued via Federal Business Opportunities (http://www.fbo.gov). It is the responsibility of potential offerors to monitor website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. 1) Description: VaCA is seeking to identify qualified sources capable of performing some or all of the following functions: A. Support to worldwide forensic intelligence technical collection operations: 1. Provide analytical support to develop targeting materials against worldwide CBRNE, counter-proliferation, counterinsurgency, counternarcotics, and counterterrorism missions; 2. Expertise and the ability to support instruction that includes, but is not limited to the following areas: post blast analysis, site exploitation, tactical operations, concealment, forensics, identity intelligence, latent print examination, biometric collection techniques and technology, trace material collection and material handling, surveillance detection, and intelligence operations tradecraft; 3. Provide a mission rehearsal and exploitation center in proximity to client's headquarters (Charlottesville, VA), to include a mission rehearsal center for deploying personnel; a CONUS forensic exploitation and laboratory facility; conference rooms; office space; maintenance and storage space. Parts of this facility must be able to be accredited as a Sensitive Controlled Information Facility (SCIF); 4. Procure instrumentation, consumables, medical equipment, maintenance and other support equipment necessary to support forensic collection operations worldwide. B. Support the analysis of forensic samples in worldwide deployed laboratories: 1. Execution of lab operations worldwide, to include combat zones, and including lab technicians, managers, maintenance staff and other deployed laboratory personnel; 2. Procurement, modification, fabrication, development and deployment of new transportable laboratories as well as logistical and provisioning support necessary to support all aspects of worldwide laboratory operations; 3. Quantitative and qualitative measurements of Chemical, Biological, Radiological, Nuclear, or Explosive (CBRNE) and biometric materials, including related signatures, precursors and degradation products; 4. Link CBRNE materials to cache, person, use, and country of origin, and identify persons of interest who have handled CBRNE material through chemical and/or biometric analyses; 5. Analysis of unknown materials for identification and hazard analysis; 6. Determine links between people, objects and events and for individual identification using DNA and fingerprints collected form persons and objects; 7. Conduct Quality Assurance (QA) to ensure that technical data is of the highest quality possible. C. Support to the development of new forensic intelligence policies, processes, procedures, methodologies, doctrines, strategic communication, concept and capability development, architecture development, and data management: 1. Understand, improve, and maintain evolving expertise in new laboratory processes, procedures, and technologies that are related to forensic analysis and determine how those new capabilities can be integrated into current forensic intelligence collection and laboratory operations; 2. Develop trend and fusion reports from data generated through the identification of CBRNE-related materials; 3. Determine links between people, objects, and events and for individual identification using DNA and fingerprints collected from persons and objects; 4. Provide technical support to various subsets of forensic intelligence to include; Weapons Technical Intelligence (WTI), Biometrically Enabled Intelligence (BEI), Weapons of Mass Destruction forensics and attribution and Captured Material Exploitation (CME). D. Offerors must meet, at a minimum, the following top level overall requirements: 1. Experience utilizing and access to chemical surety materials and facility; 2. Experience utilizing and access to select agents and Bio Safety Level 3 (BSL3) facility; 3. Experience utilizing and access to radiological/nuclear materials and facility; 4. Experience utilizing and access to explosives materials and facility; 5. Experience utilizing and access to extensive testing facilities; 6. Ability to handle classified information, generate classified reporting at the SECRET level, and store data and materials at the SECRET level; 7. Program Manager, Technical Program Coordinators, and Lead Analysts must have current TS/SCI clearances and access. 2) Requested Information: Prospective sources, possessing the qualifications, capability, and experience to respond to this RFI, in part or in whole, are invited to submit documentation (no more than 20 pages all-inclusive) in response to items listed under section 1 above and outlining the following items: a) Company information, which includes point of contact, address, type of company, size and level of facility clearance, CAGE Code, and DUNS number; b) Description of experience in the field of chemical, biological, radiological/nuclear, explosive, and human DNA, fingerprint and other biometric analysis; c) Research and past work to improve the collection of the aforementioned materials; d) Description of experience operating and maintaining the instrumentation and software required to analyze chemical, biological, radiological/nuclear and explosive samples; e) Research and past work performed developing protocols, procedures, test plans and training materials; f) Description of facilities available including laboratory spaces, equipment available and technical capabilities to perform CBRNE testing, evaluation and training; g) Description of technical and managerial capabilities to assess current technologies, design and develop prototypes, verify/test prototypes and provide training/materials to end users; h) Description of the quality control and quality assurance processes and procedures implemented to ensure reproducible results; (i) Description of labor categories of current and future staff/personnel to support the general requirements, with commercial pricing details or GSA/GWAC rates, categories, descriptions, and contract reference information; (j) Description of architectural and organizational business process re-engineering support services for design, development, optimization and verification of RFI requirements; (k) Description of detailed teaming considerations/arrangements/strategies to address support of RFI requirements; (l) Description of Six Sigma and/or ISO 9001/31000 process, standards, certification and adherence. 3) Submission Instructions: a) Interested parties are requested to respond to this RFI inclusive of answers to the requested information listed above. The associated North American Industry Classification System (NAICS) code is 541690 (Other Scientific and Technical Consulting Services). b) VaCA reserves the right to review late submissions but makes no guarantee to the order of or possibility for review of late submissions. Responses shall be limited to 20 pages all-inclusive and submitted via email ONLY to Stephen.Lee@dia.mil. c) Responses shall be in Microsoft Word compatible format and are due on or before 3:00 PM (local Eastern Time), Wednesday November 4, 2010. d) Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED and completely separated. Be advised that no submissions will be returned. All submissions will be disposed of in accordance with the instructions provided in prospective sources response. If no instructions are listed, the VaCA will dispose of at organizational discretion. e) Responses to this RFI may be evaluated by Non-Government technical experts. The program office has contracted for various non-government, scientific, engineering, technical and administrative staff support services, some of which require contractors to obtain access to proprietary information submitted by other contractors. All non-government support personnel have signed and bound by the appropriate non-disclosure agreements and organizational conflict of interest statements. The Government may also use these selected support contractor personnel as technical advisors in the evaluation of responses. Non-government staff support personnel will not have access to proposals labeled by the offerors as Government Access Only. Non-government staff support contractors in an administrative role will only handle proposals labeled by the offerors as for "Administrative Purposes Only". Prospective offerors are advised that only Government Contracting Officer is legally authorized to commit the Government.
