- Please note that this is NOT a request for SF330's or proposals, the Government is seeking information for market research purposes only. The Government may or may not issue additional announcements or solicitation documents. The Aleda E. Lutz VA Medical Center, Saginaw, MI, is conducting a market survey for well qualified small businesses (in the following socioeconomic categories: Service Disabled Veteran Owned, 8a, and/or Hub Zone) capable of providing the required A/E services outlined below for the VA Medical Center located in Indianapolis, Indiana. Applicable NAICS codes 541330 and size standard $4.5 million. In accordance with FAR 36.204, the estimated construction cost of the resulting construction project is between $1,000,000 through $5,000,000. All interested parties must have a working office that would provide the professional services within a 150 mile radius of Saginaw, Michigan. Responses to this notice shall be submitted in writing (email or fax is acceptable) and received no later than October 29, 2010. No telephone inquires will be accepted. All responses to this notice must identify the social economic category of the respondent, name and address of company, name and phone number of contact person, and the company's DUNS number. Description of work to be performed includes: Project No. 655-11-104 titled "Expand Energy Center to 3rd Story", will include the following items: 1.Design Intent: The intent of this project is to prepare plans and specifications necessary to add a 3rd story to the Energy Center at the Aleda E. Lutz VA Medical Center, Saginaw, Michigan in accordance with the following. A.General Scope of the Project: The Architect / Engineer (A/E) will verify record drawings and existing conditions; prepare fully developed Construction Documents (drawings and specifications); construction phasing (scheduling) timeline; cost estimates; and provide construction period services. B.The total completed design shall include all necessary features and items of work required so that the government shall have a complete buildable and functional system complying with the latest requirements of the Department of Veterans Affairs design criteria and all applicable national codes and standards. It is anticipated that the design effort will involve electrical, mechanical, structural, plumbing and architectural disciplines. C.Provide all drawings, specifications, equipment selection, equipment layout, cost estimate, including but not necessarily limited to architectural, structural and electrical features as required for this contract. 2.Design Effort: A.Add 3rd story on Energy Center. a.Design all necessary functions to add a 3rd story to the energy center. B.Emergency Generators. a.Move all existing Generators into Energy Center or purchase new generators and place in energy center based on cost analysis. b.All associated piping and wiring for generators. i.HVAC System Controls and Design Considerations rev 06-14-10 ii.Sustainability Issues with Design rev 3-15-10 c.Remove natural gas fired generator and connect Buildings 2,3, & 4 on existing generator for building 21. d.Install all generators in energy center on paralleling system with common automatic load bank. e.Install paralleling gear, transformers, switchgear, and related equipment on 3rd floor of energy center. f.Remove generator from building 6 and associated equipment, refeed buildings 6 & 9 from energy center. Responses to this notice must be submitted in writing (email or fax is acceptable) and received no later than October 29, 2010. No telephone inquires will be accepted and no additional information regarding the scope of work is available at this time. All responses to this notice must identify the social economic category of the respondent, name and address of company, name and phone number of contact person, and the company's DUNS number.
