- Solictaton for leased Aviation Fuel Tanks This is a combined synopsis and solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.603, as supplemented by additional information included in this notice. Bulk Fuel Storage is required in Patuxent River, MD for a one year period beginning December 15, 2010. The object of this solicitation is to secure the leasing of the necessary tanks for receiving, blending, and shipping turbine fuel aviation grade JP5 and fuel marine diesel F76. These two products will be blended with shipments of a hydro-renewable (plant-derived) form of the same products called 'HRJ5' and 'HRF76', then shipped by intermodal containers to be tested in the Fleet. Patuxent River Naval Air Station in Maryland is the area preferred for this storage. The storage tanks are temporarily needed in a pre-designated location within the installation near the Navy fuel facilities. The Contractor will provide a minimum of 40,000 gallons storage capacity for each product; totaling 80,000 gallons. The Contractor will provide all tank data as part of their proposal. Submitted data will include date of last cleaning, inspection and servicing; as well as what product was last stored. The tank cleaning and inspection data will be evaluated and utilized as an evaluation factor in determining the Government's risk associated with the utilization of the storage tanks. The Contractor is responsible for cleaning and preparing the offered tanks to receive the product in accordance with the most current edition of MIL-STD 3004. Tanks must be cleaned and ready for inspection immediately upon award of the contract. Government-owned Turbine Fuel Aviation, Grade JP5 and Fuel Marine Diesel F76. The fuel will be blended 50/50 with a plant-derived (hydro-renewable) form of these products and tested. Storage tanks must be capable of receiving, re-circulating, storing, and shipping two grades of U.S. Government-owned petroleum product. The Contractor must provide all labor, materials and transportation assets needed to install the required storage as directed by the U.S. Navy. The Contractor must provide any adapters, couplings, or fittings needed to make connection with the terminal at Pax River NAS although physical connection will be executed by the U.S. Navy. The Contractor will include a legible diagram of the proposed tanks and fittings showing these capabilities in his proposal. This acquisition will be 100% Small Business Set-Aside. The NAICS code is 532490 and the Small Business Dollar Standard is $7.0 mil. The provision at 52.212-1 - Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors are advised to include a completed copy of 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. The provision at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
