Description
Special Operations Command Africa, Stuttgart, Germany, is in the process of determining the acquisition strategy to obtain non-personal services for a base camp established in an austere environment in Uganda. The magnitude of this project is between $1 Million and $6 Million. This procurement will be awarded based on the following criteria: The project scope consists of establishing a base camp in an austere environment. The base camp will be occupied in three phases: Phase 1 consists of 15 personnel; Phase 2 consists of 15 additional personnel; and Phase 3 consists of 20 more personnel. Lodging and an operation center must be established on the base camp to accommodate personnel and communication equipment during each phase for an aggregate number of 50 personnel. All infrastructures, with the exception of the automations equipment, must be owned, operated, and maintained by the Contractor. Life services must be provided for all personnel occupying the base camp. Commodities such as but not limited to fuel, bottled water, lubricants, building material, and food is the responsibility of the Contractor. Life services such as laundry, bath, air conditioning, pest control and vector, sanitation, waste disposal/management, catering, power generation, and facilities maintenance & up-keep is the responsibility of the Contractor. Civil engineering tasks that must be accomplished to prepare the grounds for installation of generators, container living and working units, and other facilities is the responsibility of the Contractor. The Contractor will be responsible for establishing secured storage facilities. The period of performance will cover a one-year base period with two, one-year options. SOCAFRICA will consider and respond to all inputs received. Industry response is encouraged to ensure all parties have maximum opportunity to participate in this acquisition. The Government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information. All potential bidders are reminded, in accordance with DFARS 252.204-7004, Required Central Contractor Registration, lack of registration in the CCR will make that bidder ineligible for award.
