Description
This attachment provides a comprehensive list of all the contractors that hold active TSC II Lot I agreements. This attachment provides a draft Statement of Work that offers details about the prospective effort. BACKGROUND. This is a Sources Sought request intended for all TSC II Lot I contractors, which are identified in the provided spreadsheet. Naval Air Warfare Center Training Systems Division (NAWCTSD) is conducting market research to define a suitable acquisition strategy for upgrading two (2) Taiwan Army (TA) AH-1W simulators. These devices were manufactured by J.F. Taylor, Inc. and accepted for service in Mar 2003. The simulators are situated at Kuei Jen Army Air Base in Tainan, Taiwan. This advertisement stems from a TA requirement to maintain concurrency between AH-1W helicopters and associated simulators. Upgrades are currently being applied to the helicopters. Thus, to maintain training relevancy, a retrofit must occur to align the trainers with the operational aircraft. Other planned changes for the simulators include a refresh and re-host of the software and the replacement of obsolete and unsupportable hardware components. The expected duration for this effort is expected to be 1 ½ years from contract award to final delivery, with each of the two (2) trainers being upgraded consecutively. On-site trainer modifications are expected to begin no later than five (5) months after contract. There is $2.5 million budgeted for this work. The accompanying file, entitled "AH-1W Taiwan SOW (Draft)," offers details and information that should be used to tailor responses. RESPONSE FORMAT AND INSTRUCTIONS. Interested sources may present a detailed write-up that demonstrates their capabilities. Follow the guidelines below when producing a submission: ** Limit responses to no more than ten (10) pages, adhering to the layout supplied in the sub-bullets below: -- Page 1: Provide a cover sheet identifying the company name, address, cage code, and a point-of-contact, including their phone number and email address. Additionally, to determine if a competitive environment exists, please indicate if your company would submit a proposal to any resultant request for proposals. -- Pages 2-10: Describe (1) detailed technical capabilities and (2) any other relevant information that demonstrates the ability to meet the Government's needs. Given the type of work and scope of the effort, please describe your company's capability and ability to provide the necessary workforce to fulfill- (1) the 1 ½ year period for project completion; and (2) the Government's goal to initiate upgrades on the first trainer within five (5) months of executing an agreement. ** Conform submission to a format that is compatible with MS Word 2003 and/or Adobe Reader 9. ** Submit response to the primary contact at lavenji.daniels@navy.mil by 1700 hours on 1 Nov 2010. This Sources Sought does not constitute a commitment on the part of the Government to purchase or acquire goods or services. All responses to this request for information are voluntary, and the Government will not reimburse travel or preparation expenses for this Sources Sought request. All submittals shall be retained by the Government. In addition, comments shall not be provided for any submissions forwarded in response to this request.
