Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION NIHES 2011109 THIS IS NOT A REQUEST FOR QUOTATIONS. PENDING THE RESULTS OF THE ABILITY ONE PROCESS, THE GOVERNMENT WILL MAKE A DETERMINATION TO EITHER COMPETE AS A SMALL BUSINESS SET ASIDE OR PROCEED IN ACCORDANCE FAR PART 8.7 (ABILITY ONE PROGRAM). The purpose of this pre-solicitation is to state the government's intention to sole source the award for a period of up to six months (November 1, 2010 - April 30, 2011) to the incumbent contractor (Raven Services) due to the ongoing mandatory procurement process in accordance with Federal Acquisition Regulation Part 8 - Required Sources of Supplies and Services as it relates to the Ability One Program in accordance with Federal Acquisition Regulation PART 8.7 Acquisition from Non-Profit Agencies Employing People Who Are Blind or Severely Disabled. The purpose of this sole source requirement is to seamlessly allow the incumbent contractor, Raven Services, the ability to continue to provide supports services not limited to, but including mail pickup and delivery to and from the U.S. Post Office and throughout the NIEHS at various mail drops located within the Institute; provide conference room services by rearranging tables and chairs and by providing support in the operation of audio-visual equipment in specific conference rooms; provide copying, binding and facsimile services at specific locations within the Institute; provide transportation to visitors as well as Institute staff as directed by the Contracting Officer Technical Representative (COTR) and operating an inclement weather shuttle service for Institute employees as well as daily shuttle service between three campuses according to a schedule provided by the COTR; move laboratory equipment and/or office furniture and equipment within all NIEHS facilities as requested; maintain and fuel Government vehicles assigned to the contractor for use by Mail Room staff. NISH has conducted an impact analysis on the incumbent contractor as the procurement process continues in this regard. Again, it is the Government's intention to sole source for a period up to six months to the incumbent contractor as the Ability One Procurement process continues.
