- Description: The Department of Veterans Affairs Medical Center Durham, NC has a requirement for Animal Feed and Bedding for the period November 1, 2010 through September 30, 2011, with two (2) one (1) year options. BAG 150 BG 7.BACKLESS SHEPHERD SHACKS, 600/CASE75 CS This is a combined synopsis/solicitation for the procurement of Animal Feed and Bedding in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This requirement will be satisfied using commercial acquisition procedures specified in FAR Parts 12 and 13. This announcement constitutes the only solicitation; firm-fixed-price quotes for the procurement of the following items are being requested and a written solicitation will not be issued. Solicitation number VA-246-11-RQ-0020 is being assigned to this procurement for tracking purposes only and this synopsis/solicitation is being issued as a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) Code is 311119. This combined synopsis / solicitation will be Total Small Business Set Aside. The following factors shall be used to evaluate offers: (1) technical capability, (2) pass performance, and (3) price. A panel of members from the Durham VA will conduct a thorough review and evaluation of each offer based on the requirements listed in the statement of work. The panel will rate each offer and present their findings to the Contracting Officer. All responsible sources may submit an offer, which will be considered. F.O.B. point shall be Destination. Packaging of the items for return shipment shall be in accordance with the Contractor's best commercial practices and in accordance to the Statement of Work. The award will be made in accordance to FAR 52.212-2 Evaluation of based on best value, record of past performance, technical acceptability and price.
