Description
The U.S. Army Corps of Engineers has a requirement to purchase Flagging, Engineering, and Inspection Services for Mobile District MsCIP Program and intends to solicit and negotiate with only one source, CSX Transportation, 500 Water St 15th Floor, Jacksonville, FL 32202, under authority of FAR 6.302. The requirement is necessary as a part of the Bay St. Louis Seawall Project. It was determined that CSX Transportation owns and operates a railroad line and bridge on their property that crosses the footprint of the seawall. The seawall construction must be coordinated to accommodate safe and efficient railroad and nearby construction operations according with project plans. CSX Transportation of Jacksonville, FL has the required experience, railroad engineering and operation expertise to provide railroad crossing, to coordinate safe and efficient railroad construction operations, and seawall design with respect to the views of CSX, it is determined to be in the Governments best interest to purchase services from CSX Transportation to ensure safe and efficient construction of the seawall project. It is anticipated that a Firm-Fixed-Price Contract will be awarded. The (NAICS) code is 541690 and the size standard is $7million. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. However, all responses received within fifteen calendar days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
