- NASA/JSC plans to issue an Invitation for Bid (IFB) for the Upgrade to the SanitarySewer System at the White Sands Test Facility in Las Cruces, NM.The order of magnitude for this procurement is between $5 million and $10 million, andthe effort shall be completed in 365 calendar days after the notice to proceed.This procurement is part of the Small Business Competitiveness Demonstration Program.The NAICs Code and small business size are 237110 and $33.5 million in revenue,respectively.The anticipated release date of the IFB is on or about November 3, 2010 with ananticipated offer closing on or about December 9, 2010.The firm date for receipt of bids will be stated in the IFB. Information on how to obtainSpecifications and Drawings will be provided in the IFB.All responsible 8(a) sources with a bona fide place of business within the SBA Region 6geographical competitive area with and the assigned NAICS code may submit a bid whichshall be considered by the agency. The SBA Region 6 geographical area includes Arkansas,Louisiana, New Mexico, Oklahoma and Texas. An ombudsman has been appointed See NASA specific Note B.The solicitation and documents related to this procurement [with exceptions of the specsand drawings] will be available over the Internet. These documents will reside on a WorldWide Web (WWW) server, which may be accessed by a WWW browser application. The Internetsite, or URL, for the NASA/JSC Business Opportunities page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=73#139366 A procurement specific website has been established for this acquisition at:http://procurement.jsc.nasa.gov/usss/Prospective Offerors shall notify this office of their intent to submit an offer. It isthe offerors responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Any referenced notes may be viewed at the URLslinked above.FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) will beincluded in the IFB. Detailed information regarding the organized site visit will beprovided in a Modification to this Synopsis.The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations andConditions Affecting the Work, will be included in any contract awarded as a result ofthe IFB. Accordingly, bidders are urged and expected to inspect the site where the workwill be performed.All contractual and technical questions must be submitted in writing.
