Description
The Navy intends to privatize the natural gas system at Navy Information Operations Command (NIOC) Sugar Grove, West Virginia in accordance with 10 USC 2688, Utility Systems: Conveyance Authority, as amended. The resulting privatization will include leasing or ownership interest of the system, operation, and maintenance, recapitalization. All responsibility for maintaining reliable service, including such items as environmental compliance, maintenance costs, major system renovations, construction, equipment, manpower, and overhead costs shall become the utility provider's responsibility. It is intended that privatization will reduce the Government's life cycle costs. Qualified firms desiring to state their interest in this solicitation should provide a Statement of Interest on company letterhead (not to exceed 10 pages in length) on or before 19 November 2010 at 2:30PM EST to Commander Naval Facilities Engineering Command Atlantic, ACQ3 (ATTN: Danyiele F. Peterson), 6506 Hampton Blvd., Bldg. A “ Room 1200, Norfolk, VA 23508-1278. The statement shall include as a minimum the following criteria: (1) capability and experience in the ownership and/or leasing, operation, and maintenance of similar systems; (2) financial capacity to with regards to leasing or ownership interest, expansion, and operation of a utility system; (4) understanding of any applicable state or local utility law or franchise requirements, and capability of complying with such requirements; (5) understanding of the federal, state, and local environmental laws and regulations and its familiarity and experience with environmental compliance procedures and regulations for the state for which the utility is located; and 6) provide your business size relative to the NAICS code 221210. A general description of the sites and the systems are given below: Site: NIOC Sugar Grove is located in the Appalachian Mountains in Pendleton County, West Virginia 35 road miles west of Harrisonburg, Virginia. The main base is located on West Virginia State Route 21 just north of Sugar Grove, West Virginia. NIOC Sugar Grove consists of approximately 69 building and 80 housing units covering 117 acres. Just over 250 military and civilian personnel work at NIOC Sugar Grove, while total population of the base, including military residences is approximately 425. System Description: Natural gas is supplied to the main base through a Government owned 26-mile 6-inch pipeline which was installed in the 1960 ™s. This pipeline is fed from a tie-in point which draws natural gas off of a pipeline owned by the Allegheny Power. This tie-in is along Route 7 approximately one mile north of Peru, West Virginia. At the installation, there is a pressure reducing station at the beginning of the distribution system. The distribution system consists of approximately 8,500 feet of steel and polyethylene piping. The gas is used for residential and commercial loads at residences and common buildings. LATE RESPONSES WILL NOT BE ACCEPTED. Electronic submission of the statement of capabilities packages WILL NOT be accepted. DATA RECEIVED IN RESPONSE TO THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. NO CONTRACTS OR AWARDS WILL BE ISSUED AS A DIRECT RESULT OF THIS NOTICE. QUESTIONS WILL NOT BE ACCEPTED.
