PRE-SOLICITATION NOTICE FOR Request For Proposals (RFP) - Solicitation No. W912P8-11-R-0004 Cafeteria/Concession Services at the U.S. Army Corps of Engineers, New Orleans District, 7400 Leake Ave., New Orleans, LA 70160 This is a Solicitation for Cafeteria/Concession Services for the U.S. Army Corps of Engineers, New Orleans District, located in New Orleans, LA. This contract is being solicited as a 1 (one) year base contract commencing on the day specified in the Notice to Proceed. At the option of the Contracting Officer, it may be extended for four (4) consecutive one (1) year options. In no event shall the contract period as extended, exceed a period of 5 (five) years from beginning date of original contract. The U.S. Army Corps of Engineers, New Orleans District Headquarters Building is located at 7400 Leake Ave., New Orleans, LA. The assigned space is a cafeteria area comprising of 4,429 square feet on the second floor of the New Orleans District Headquarters Building with approximately 1000 occupants. The contractor shall provide all management, supervision, labor, materials, supplies and equipment (except as otherwise provided in the Solicitation), and shall plan, schedule, coordinate and assure effective performance of all services described herein. It is the Corps policy that cafeteria/concession contracts are to be operated on a profit-and-loss basis. The Government contemplates award of a no-cost Firm-Fixed-Price contract. The Concessionaire shall provide prompt, efficient, and courteous service and avoid undue interference with the operation of buildings in which services are provided. Concessionaire shall obtain licenses and permits as required by State and local authorities, and shall observe all applicable building, health, sanitary, and other regulations and laws. Concessionaire shall use reasonable care in the use of space and Corps owned equipment and, upon contract termination yield such space and equipment in as good condition as when received, except for ordinary wear and tear, and damage or destruction beyond his/her control and not due to Concessionaires fault or negligence. Concessionaire also shall provide all required equipment and utensils which are not provided by the Corps. This project will be competed as a 100% Small Business set-aside through FedBizOpps. The North American Industry Classification System Code (NAICS) is 722310. The Small Business Size Standard is $20.5 M. The approach to Source Selection for this procurement will be pursuant to the Best Value tradeoff concept as identified in FAR Parts 15.101-1 and 15.3. It is the government's intention to award a contract to the offeror whose proposal conforms to the RFP requirements and is considered to be most advantageous to the Government. Competitive proposals shall be evaluated and assessed based on the factors specified in this solicitation. Should the Commission for the Blind as the State Licensing Agency (SLA) submit an offer which is determined to be in the competitive range, the SLA will be awarded the contract in accordance with the Randolph-Sheppard Act Amendments of 1974 (20 U.S.C. 107).
