- Description: This is a special notice that Naval Special Warfare Group One, San Diego, CA intends to award a Sole Source Firm Fixed Contract to Careys’s Heating and Air Conditioning, Inc., 8201 W. 183rd ST, Unit B, Tinley Park, IL 60487-9208 under authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 (b) (1). This notice is not a request for offers, the contractor identified is the only known source for the subject requirement. Responses to the notice will be used to determine if bona fide competition exists only. Any such responses must be in writing and include technical and pricing information. The Government will not pay for any information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion will not be issued. Solicitation number H92240-11-T-RW08 is issued as a special notice. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-46. This is a simplified acquisition for small business concerns using FSC: 4540 NAICS:238220, SIZE: $14.0 MIL F.O.B Destination. Purchase Description: 1.Requirement: Quarterly test and groom of installed ventilation and automated control systems. Systems were selected and installed during construction of this facility and are remotely monitored and controlled by Carey’s Small Arms Range Ventilation. Detailed Description of the work to be performed: oInspect all inlet air filters for one (1) make-up air unit. oInspect blower drive assembly for one (1) make-up air unit & one (1) utility set exhaust fan. oInspect all mechanical & electrical connections. oInspect mechanical dampers. oEnsure proper negative range pressure operation & proper laminar airflow at the firing line. oRe-commission range control system. oPerform air balance of range. Report to be issued upon completion. oPerform smoke test of range. oInspect sensors in range for proper operation. oUpdate range control system, if required, test controls for proper operation, and adjust as needed. oDiscuss range operations with range manager, including contamination surveys, Industrial Hygiene checks, lead program, cleaning procedures, maintenance procedures and frequency. oCheck modem for proper operation. o24 – 7 remote monitoring. Operating Environment: Indoor Shooting Range, Building 625, NAB Coronado, Ca. small arms firing range ventilation systems. System Functionality: Two separate systems are to be maintained. Office/classroom environment and firing line ventilation. Interface Requirements: 1. ISR personnel will schedule quarterly visits. 2. ISR personnel will coordinate with vendor on an ongoing operational basis. Training Requirements: Vendor shall ensure ISR personnel are trained on the operation of installed equipment and Operating Systems updates. PERIOD OF PERFORMANCE: 01 OCT 2014 THRU 30 SEP 2015 (IF EXERCISED) USSOCOM FAR SUPPLEMENT 5652.209-9002 Use of Contractor Support/Advisory Personnel for Review of Proposals (2005) The offeror’s attention is directed to the fact that contractor consultant/advisors to the Government will review and provide support during proposal evaluations. When appropriate, non-government advisors may have access to offeror’s proposals and may be utilized to objectively review a proposal in a particular functional area and provide comments and recommendations to the Government’s decision makers. They may not establish final assessments of risk, rate or rank offerors’ proposals. All advisors shall comply with procurement Integrity Laws and shall sign Non-Disclosure and Rules of Conduct/Conflict of Interest statements. The Government shall take into consideration requirements for avoiding conflicts of interest and ensure advisors comply with safeguarding source selection and proprietary data.
