Description
The George E. Wahlen VA Medical Center located at 500 Foothill Blvd. Salt Lake City, Utah is soliciting offers from experienced qualified Service Disabled Veteran Owned Small Business concerns to provide all necessary labor, materials, tools, equipment and services to modify and add Cooling Towers located at B. 27 by Project No. 660-304. Project work includes: demolition and removal of existing structures, excavation, concrete, alterations, installing new Cooling Tower, chilled water piping, electrical, architectural, structural, phasing, and other related work as required by the solicitation, drawings and specifications. The estimated construction range is between $300,000 and $400,000. The VA is issuing this Request for Proposal in accordance with FAR Part 15 where technical capabilities and past performance are approximately equal in importance as to cost or price. Selection criteria as follows: (1) Construction management experience of both corporate and project specific personnel. Information pertaining to work on the project site to include technical and management approaches and capabilities, specifically with (a) new construction of projects similar in size, scope and complexity, (b) work performed in a medical center environment and with other federal agencies that are similar in size, scope and complexity, (c) working in occupied spaces and information and dealings with VHA and OSHA requirements and regulations. (d) Previous experiences with construction phasing and working in adjacent work sites/areas with other contractors. (2) Past Performance, with sub-factors (a) past performance on same and/or similar projects specifically with Federal/State Governments and/or VA facilities similar in size, scope and complexity, (b) Client Satisfaction (provide clients with contact information for verification); (3) Cost and/or Price realism relative to the scope and technical natures of the efforts involved; and (4) Bar Chart Scheduling and phasing. In accordance with P.L. 109-461, this acquisition is restricted to Small Business Concerns Owned and Controlled by Service Disabled Veterans (SDVOSB) concerns. NAICS Code 238220 is applicable to this acquisition with a Business Size Standard of $13.0 million. Solicitation documents will be available electronically on or about Thursday, November 4, 2009 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. Information regarding an organized site visit and pre-proposal conference will be listed in the solicitation documents. Offers are encouraged to attend the one and only organized scheduled site-visit. No other site visits will be scheduled. Prospective offerors are encouraged to attend the site visit to familiarize themselves with the project, project site and conditions which may affect your cost proposal. Upon review of the solicitation documents, prospective offerors are encouraged to provide questions and comments, in writing, in regards to the solicitation documents prior to the scheduled site visit. Solicitation number VA-259-11-RP-0021 has been assigned and should be referenced on all correspondence regarding this announcement and solicitation. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in Central Contractor Registration, (CCR) and IAW FAR Part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) databases prior to award of a contract. In addition to registering in CCR, VAAR Part 804.1102 requires that prior to January 1, 2012, all VOSBs and SDVOSBs must be listed in the VIP database, available at http://www.VetBiz.gov, to receive contract awards under VA's Veteran-owned Small Business prime contracting and subcontracting opportunities program. After December 31, 2011, all VOSBs, including SDVOSBs, must be listed as verified in the VIP database to be eligible to participate in order to receive new contract awards under this program. Contracting officers are expressly prohibited from awarding contracts under the authority of 38 U.S.C.8127 unless they have confirmed that the small business is registered in the database.
