Description
The United States Government Accountability Office (GAO) in accordance with FAR 6.302-1, intends to negotiate a contract on a sole source basic with Thomson Reuters,195 Broadway, New York, NY 10007 to provide a the Premium Package DataStream Database. GAO requires access to an online data source to support GAO's congressional mandate oversight of the Trouble Asset Relief Program (TARP). The mandate requires GAO to monitor the credit markets, mortgage markets, and financial condition of TARP- participating banks with the ultimate goal of issuing publicly available reports to Congress in 60 days intervals. The online products cover a broad array of financial data in a single interface, including various analytics for equities, government, corporate, mortgages, money markets, municipals, preferred, commodities, currencies, and index securities. A brief list illustrating the type of financial data required is listed below: a. Key interest rates and spreads, including (but not limited to): Prime Rate Fed Funds Rate LIBOR OIS: Overnight Index Swap (OIS) Rate b. Treasury Prices and Yields c. Two-year interest rate swap spreads d. Moody's Aaa and Baa yield indices e. Commercial Paper Rates f. Credit Default Swaps of Financial Institutions g. Collateralized Debt Obligations h. Bond Issuance i. Money Market Redemptions/Additions j. Aggregate Short-interest (by market) k. Mortgage & housing market information including (but not limited to): Housing Prices Mortgage, Consumer, Commercial, Industrial and Interbank Loans Mortgage Originations Mortgage Rates and Spreads Yields on Fannie and Freddie Bonds Foreclosures and Delinquencies l. Bank-level information including (but not limited to): cash flow information capital ratios income statement information Method of access The vendor shall furnish a tool that is accessible via IP authentication for up to 5 users regardless of their physical location. The GAO is located in Washington, D.C., and has 11 field offices which includes Atlanta, Boston, Chicago, Dayton, Denver, Huntsville, Los Angeles, Norfolk, San Francisco and Seattle. Prior to execution of the order, any client software or hardware required by the vendor shall be tested to ensure compatibility with standardized GAO notebooks and GAO network security. The vendor shall ensure that user access to the proposed web-based financial and economic data shall in no way invalidate or modify the Federal Desktop Core Configuration (FDCC) standards as described and detailed in the June 1, 2007 OMB Memorandum M-07-18, entitled "Ensuring New Acquisitions Include Common Security Configurations" (www.whitehouse.gov/omb/memoranda/fy2007/m07-18.pdf). Additionally, unless directed otherwise by the Government, any modification or enhancements to the application, necessary for use by the Government Accountability Office, shall conform to the FDCC standard as described above. Use of Data GAO publishes products to the U.S. Congress. Many of these products are available for free download at the public web site of the Agency (http://www.gao.gov). As a U.S. federal government agency, we are not under copyright. The vendor shall give GAO permission to use, re-package or re-publish data from the online source in a product that is distributed on the GAO web site. Exception to Competitive Requirements This procurement meets the exceptions to the requirement for full and open competition as set forth in both FAR 6.302-1, Only one responsible source and no other supply or services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this procurement action. This notice is considered to be sole source to Thomson Reuters; therefore, no solicitation will result from this announcement. This is not a request for proposals. GAO believes that there is currently only one responsible source capable of providing the services to satisfy the agency requirements. This contract will be effective from the date of contract award (Base Year- FY 11) with four option years (FY 2012, FY 2013, FY 2014, 2015).
