- Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, using simplified acquisition procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, VA118-11-RQ-0010, is being issued as a request for quotation (RFQ) from the Department of Veterans Affairs, Office of Acquisition and Logistics, Technology Acquisition Center. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-46. The NAICS code for this procurement is 517110 and the small business size standard is 1,500 employees. This RFQ is being issued as a sole source procurement to AT&T Company for Firm Fixed Price land line telephone service for Buildings 20 and 37 under Account # 708-R06-3597-5586, located at the Veterans Affairs campus in Hines, Illinois, in accordance with FAR Part 6.302-1(b), only one responsible source and no other supplies or services will satisfy agency requirements. AT&T is the only provider of telephone service in the region. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. All responsible sources may submit a quote, which shall be considered by the agency. Offerors must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/. Offerors should also complete their Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. All quotes may be submitted to matthew.ginty@va.gov, 732-578-5459, and must be received no later than 4:00PM (EST), 05 November 2010, via email to matthew.ginty@va.gov. The following Federal Acquisition Regulation (FAR) and Veterans Affairs Acquisition Regulations (VAAR) clauses and provisions apply to this acquisition: FAR 52.212-2, Evaluation - Commercial Items (JAN 1999): (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Price 2. Technical (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
