Description
The U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT), Redstone Arsenal, AL has the intent to award, on a sole source basis in accordance with 10 U.S.C. 2304(c)(1) as implemented by (FAR) 6.302-1(a)(2)iii, a contract modifcation to Nort hrop Grumman Systems Corporation to provide additional Direct Productive Person Hours (DPPH), issued to the existing JTAGS Engineering Services (contract DASG60-94-C-0073) contract line item (CLIN) 86 that will allow for the completion of development and fielding of the Pre-Planned Product Improvement (P3I), Initial Space Based Infrared System (SBIRS) Geosynchronous (GEO) Capability (IGC). FAR 6.302-1(a)(2)(iii), services are deemed to be available only from one source for the continued provision of highly specialized services. The primary aim of this effort is to complete the production and fielding of the JTAGS IGC. Award of this modification to any other source other than Northrop Grumman Systems Corporation would result in unacceptable program delays and in a substantial duplication of cost to the Government, which is not expected to be recovered through competition. A full and open competitive follow-on Pre-Planned Product Improvement contract is in its planning phase, and will be solicited as soon as the GFP (software) necessary for the RFP has been identified. It is not considered in the best interest of the government to incur the additional costs and time that would be required to bring a new contractor on board to complete the IGC effort. The DPPH ceiling increase also includes planned effort for the on-going MDA and Navy experiments designed to increase the performance envelope of the fielded JTAGS systems. This modification will provide support through 30 Sep 2013. All responsible sources may submit a response, timely submitted, which shall be considered.
