- JUSTIFICATION & APPROVAL OTHER THAN FULL AND OPEN COMPETITION RELOCATE SENOGRAPHE - GE HEALTHCARE VISN 17 NETWORK CONTRACTING ACTIVITY NORTH TEXAS HEALTH CARE SYSTEM - DALLAS, TEXAS 1.Agency: Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 17, Network Contract Activity for the North Texas Veterans Health Care System (NTVHCS), 7400 Merton Minter Boulevard, San Antonio, TX 78229. 2.Description of Action: The NTVHCS intends to negotiate and award a contract on a sole source basis with the GE HealthCare to relocate the Senographe Essential System from existing location at room 225A, 300 West Rosedale, Fort Worth Texas, 76104 to main pharmacy, 2201 Southeast Loop 820, Fort Worth Texas, 76119. 3.Description of Service: The contractor will provide all labor, tools, materials, transportation and necessary equipment to relocate the Senographe Essential System from existing location at West Rosedale to the new Ft. Worth Outpatient Clinic. Contractor shall provide the following services: a.Coordinate with using service for proper relocation and details of re-installation b.Pre-disassembly inspection c.De-installation d.Transportation of equipment e.Reinstallation f.Post-installation inspection The estimated cost of this requirement for the base year and four one-year option periods is $12,160.00. 4.Statutory Authority: 41 U.S.C. 253(c)(2), Federal Acquisition Regulation (FAR) Part 6.302-2, "Unusual and Compelling Urgency" 5.Proposed Contractor's Unique Qualifications: GE HealthCare is the manufacturer of the equipment and is the only source that can provide the required service that will not void any warranty requirements on the equipment due to the proprietary nature of the equipment. Once the machine is relocated, GE HealthCare will be responsible for the disassembly, de-installation of the equipment, transportation and reinstallation and inspection of this equipment. GE HealthCare will also provide any materials and parts necessary to install the equipment at the new location. 6.Sources Sought Efforts: In accordance with FAR Part 5.202(a)(2) synopsis of this requirement is not required based. 7.Determination of Price Reasonableness: The contracting officer will determine the contractor's proposed price to be fair and reasonable in accordance with FAR Part 13.106-3(a). 8.Market Research: There are no known contracts with the government, and the service required is specific to the manufacturer of the item as they are familiar to the model itself. There was no one who was listed in GSA or on the internet who had the capability to repair this type of equipment. As a result of the market research it was determined that only one company could provide the required service 9.Other facts: Failure to have the equipment disassembled, relocated and reinstalled at the new Fort Worth Outpatient Clinic would cause multiple interruptions to patient care as the equipment is essential in providing timely and quality care to eligible beneficiaries. 10.Listing of Sources: GE HealthCare, 800 Centennial Ave, Piscataway NJ 08854-3911 11.Statement of Actions to Remove Barriers to Competition: The major barrier to competition is the proprietary nature of the GE Healthcare equipment.
