Description
The Federal Regulatory Energy Commission (FERC) has a requirement to acquire the services of a contractor to provide strategic and operational human resources products and services in the areas of executive resources and policy formulation. Proposal Submittal: VIA E-MAIL or FAX ONLY Close Date: Monday November 01, 2010 at 4:00 PM Eastern PROPOSAL SUBMISSION DEADLINE OR NO BID The Government intends to award a Labor Hours NTE (Not To Exceed) task order based upon a fixed price hourly labor rate as quoted by the successful Offeror as a result of this RFP. This Contract shall be awarded to the Offeror determined to represent the best value to the Government. Best value will be determined upon evaluation of the proposals using the following evaluation criteria: • Technical capabilities • Resume(s) • Past Performance (as detailed in the Statement of Work) • Price This RFP shall not be considered direction to proceed with the subject effort, nor a promise of future direction to proceed. Offerors are solely responsible for this RFP's submission costs. In order to maintain the integrity of the competitive process, prospective Offerors' communication with FERC Staff, other than Warranted Contracting Officers within the FERC Division of Procurement, is strictly prohibited during the course of a solicitation. This RFP is issued and the resulting contract awarded under the provisions of FAR Part 12, "Acquisition of Commercial items", FAR Part 13, "Simplified Acquisition Procedures", specifically subpart 13.5 "Test Program for Certain Commercial Items", and other FAR Parts as applicable.
