- Description
- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. Then contractor will upgrade equipment and software associated with the Supervisory Control and Data Acquisition systems for eleven Hydropower plants within the USACE South Atlantic Division. The work will consist of determining what custom applications on the existing Supervisory Control and Data Acquisition system need to be updated to function with IFix 5.0, provide the updated versions, upgrade existing Scipar Applications with latest code improvements, and provide remote technical support to Government personnel performing installation, setup, and configuration task in the field. The Government solicited and negotiated with only one source, Scipar Inc, 26 West Spring St, NY 14221, under authority of FAR 6.302.
