Description
Q. Is there an incumbent for this IDIQ or is this a first time solicitation? A. There is not a current contract. Q. The solicitation covers a large range of services. We were wondering if there are any specific services being considered that should highlighted. A. As an Indefinite Delivery Order Contract we cannot say with any certainty the specifics that will be ordered under this contract. The list of services in the pre-solicitation notice is the governments best estimate. Q I am curious on the requirements of the small business participation. What is the percentage requirement for small business (Does small business need to perform 50% of the work) 52.219-14 Limitations on Subcontracting (a) This clause does not apply to the unrestricted portion of a partial set-aside. (b) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for -- (1) Services. At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Q.Is that on each task order or for the overall value of the contract? A. Per Task Order. Q. Will we be able to tour the grounds before the submittal date? A. There will not be an official site visit before the submittal date. Q. Is the size standard for the Total Small Business Set Aside based upon average annual billings of $4.5 million or less, or on a total number of employees? A. The standard is $ 4.5 Million based on annual gross revenue, please contact the Small Business Administration for more details on this issue. Q. What are the types of projects anticipated to be performed so that we can illustrate our appropriate and relevant experience? A. The list of services in the pre-solicitation notice is the governments best estimate. Q. Our firm is a small business and will be submitting as Prime. As Prime, must all of our sub-consultants be small businesses as well? A. No, but be sure to note the limitations on subcontracting clause above.
