Description
READ THE ENTIRE SYNOPSIS FOR IMPORTANT INFORMATION INCLUDED IN THE DESCRIPTION. The Bureau of Reclamation has a requirement for the replacement of the excitation systems at Canyon Ferry Powerplant, Montana. Principal components of the work include: 1.Replacement of existing excitation systems with fully static digital excitation systems for units No. 1, 2, and 3 in powerplant. 2. Modify and electrically isolate three existing rotating DC exciters. Remove and dispose of existing voltage regulating equipment, including amplidynes; cabinets; cables and instrumentation not to be reused. 3.Provide three fully static digital excitation systems including power potential transformers (PPTs), disconnect switches, excitation supply low voltage power circuit breakers, 15-kV non-segregated-phase bus, instrument transformers, instrumentation cable, DC connection to machine field, and other associated equipment. 4. Design, engineer, furnish, and install raised platform for new power potential transformers and disconnect switches. 5. Provide control and power cable, wire, and associated conduits or cable trays for power, control, protection and alarm circuits. 6. Provide lighting system under raised platform. This procurement is issued as a Request for Proposal (RFP) - Quality Predominance. The primary factors in the evaluation may include, but not limited to: Suitability/Quality of Equipment and Manufacturing Facilities, Installation Plan and Schedule, Company Experience, Company Past Performance, and Company Key Personnel, Safety, Socioeconomic Goals, Price. An electronic copy of the solicitation will be available at www.FBO.gov (or to http://ideasec.nbc.gov) approximately on or around November 12, 2010. Proposal are tentatively due on or around December 30, 2010, at the office of the Bureau of Reclamation, Attn: Alma Bergerson GP-5000 Room 2035, 316 North 26th Street, Billings, Montana 59101. An organized site visit will be offered to prospective contractors. The date, time, and location of the site visit will be in the Foreword page included in the solicitation. All acceptable and responsible sources with experience and successful past performance in excitation systems replacement may submit a proposal which will be considered by the Government. The estimated range of the project is $1.0 million to $ 5.0 million. The North American Industry Classification System Code (NAISC) is 238210. The Small Business Size Standard is $ 14.0 million. This procurement will be awarded using the negotiated procedures set forth in the Federal Acquisition Regulation Part 15 and is being advertised on an unrestricted basis, full and open competition. Offers will be accepted from all responsive and responsible small and large business concerns. Prospective contractors shall have an active registration in the Central Contractor Registration (CCR) database prior to the award of any Federal Government contract.
