- Notice of Intent to Award a Sole Source ContractTactical Air Control Party (TACP) Close Air Support System (CASS) Software (v) 1.4.4 and CASS Support This is a Notice of Intent to Award a Sole Source Contract. The Department of the Air Force, HQ ESC/HNAC, Ground Systems Branch, TACP Modernization, plans to award a Firm Fixed Price (FFP)/ Cost Plus Fixed Fee (CPFF) contract to Rockwell Collins Inc, 12365 First American Way, Poway CA 92064 for continuing the design, development, training and support services for TACP CASS (v) 1.4.4, and sustainment services to support fielded TACP CASS Software. The support services necessary include providing maintenance patches, training, support for military exercises, and 24 hour technical support for fielded CASS software versions. TACP CASS (v) 1.4.4 is currently in development but will not be completed under the existing Navy Delivery Order Contract. The government intends to award a sole source contract in Apr 2011 for continued design and development of CASS Version (v) 1.4.4 Software, and the support effort for currently fielded CASS versions. This contracting action will be used to "bridge" current requirements with future CASS version software development and sustainment, and has an estimated value of less than $10 Million. The follow on effort is planned to be solicited to Industry at a later date for future software version development and fielding. Upon award of the "bridge" contract, the contractor will be expected to maintain current schedule which requires the start of Operational Test in August 2011 and fielding in April 2012. CASS Software (v) 1.4.4 provides critical enhancements that can be used to communicate with various types of platforms over various networks. TACP units communic! ate with other ground units and with aircraft via direct radio contact using Variable Message Format (VMF), Air Force Application Program Development (AFAPD), or Marine Tactical Standard (MTS) and via the Link-16 network or the Situational Awareness Data Link (SADL) network. The TACP-M Program is working toward satisfying all current software requirements with the fielding of each TACP CASS spiral. Currently, TACP CASS Software (v) 1.4.1 is fielded on the Dismounted systems and also on the Air Support Operations Center Gateway (ASOC GW). TACP CASS Software (v) 1.4.2 is currently in the final stages of fielding and will replace TACP CASS (v) 1.4.1 and will also reside on the Gateway-Lite (GWL), MRAP, and Stryker systems. TACP CASS (v) 1.4.4 is currently in development and has recently completed Critical Design Review and is expected to be fielded in 2012, replacing TACP CASS (v) 1.4.2. The TACP CASS Software includes the following major components:.Rosetta Server.TACP Dashboard.Rosetta Database Air Operations (RODAO).Mobile Ruggedized Tablet (MRT) Applications for GPS Control (MAGC).Mission Planner.Rosetta Advanced Field Artillery Tactical Data System (AFATDS) Gateway.Rosetta Publish And Subscribe Service (PASS) Gateway.SLOWLINKoSLOWLINK is a proprietary standalone Rockwell Collins Application. Requirements: TACP CASS Software (v) 1.4.4 shall maintain and support digital CAS interoperability with deployed or deploying: ground forces; Operational Flight Programs (OFPs) of CAS aircraft; airspace Command and Control (C2); networking, messaging, and protocol standards; blue force tracking systems; battlefield managers; communications equipment; and TACP system hardware improvements or obsolescence. TACP CASS Software must comply with the Net-Ready KPP: TACP CASS Software must fully support execution of joint operational activities identified in the applicable joint and system integrated architectures and the system must satisfy the technical requirements for transition to Net-Centric military operations. TACP CASS Software (v) 1.4.4 shall be backwards compatible with the previously fielded version it will be replacing. TACP CASS Software (v) 1.4.4 will include a new Human Machine Interface (HMI) with improved user friendly features. General list of HMI features or requirements for TACP CASS (v) 1.4.4:.Automatic population of applicable fields from previously obtained data.Quick Access Buttons through TACP CASS Dashboard.Preformatted messages through the TACP Dashboard.Must maintain multiple mission planner files with different names for each file.Mission planner should be accessible by a Wizard and a spreadsheet view.Mission planner format shall be selectable General list of features, requirements, or capabilities that are expected in CASS (v) 1.4.4:.Falcon-View Compatibility.Battlefield Manager and Blue Force tracking interfaces (AFATDS, FBCB2, TBMCS) Compatibility.Radio and Terminal Interfacing (PRC-117F, PRC-148, PRC-150, SINCGARS, LVT-II, JRE, SADL-11XY and SADL-Z).Aircraft and Operational Flight Program (OFP) Interoperability (F-16, F-15E, AV-8B, F/A-18, CF-18, A-10, AH-64D, AC-130).Messaging and Protocol Compatibility (VMF, AFAPD, Link-16, JREAP, MTS, IP, S-TADIL-J).System Component and Platform Integration (MRAP, Stryker, ASOC GW, CF-19, MRT, MR-1, PCIDM, UDIM, IDM Cable, Laser Range Finder, DAGR).Windows XP Operating System Compatibility.TACP CASS Operational and Performance Improvements.CAS Dialogs: JTASR, 9-Line(s), etc..Vehicle Communications Systems (VCS) Interfacing.Update to JARN from AFAPD to VMF message interfaces.Digitally Aided Close Air Support (DACAS) Configuration Control Board (CCB) support including engineering builds.Small Diameter Bomb (SDB) II support including engineering builds.F-35A support including engineering builds TACP CASS (v) 1.4.4 is projected to field in April 2012. In order to maintain delivery of CASS (v) 1.4.4 to the warfighter the contractor must be prepared to manage all support tasks associated with currently fielded TACP CASS versions as well as development and fielding tasks associated with TACP CASS (v) 1.4.4 immediately at contract award. If a firm believes that it is capable of meeting the Government's requirements for the completion of TACP CASS (v) 1.4.4, it may identify interest and capability to the Contracting Officer, by email, within fifteen (15) calendar days of this publication. Interested firms must indicate whether they are a large, small, small disadvantaged, 8(a) concern, women-owned, veteran-owned, service-disabled veteran-owned, HUB Zone small business, and whether they are US or foreign owned. Any firms interested in subcontract opportunities should contact Rockwell Collins directly. If no affirmative written responses are received by 1700 EST 12 Nov 2010, a Sole Source Contract will be pursued with Rockwell Collins under statutory authority 10 U.S.C. 2304(c)(1) set forth in FAR 6.302-1(a)(2)(1) titled "Only One Responsible Source" and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this proposed contract based upon response t! o this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
