- 1. Introduction/Statement of IntentThe FAA intends to award a single source contract to:RW Carlson12979 North 66th StreetLongmont, CO 80503 2. Description of Supplies/ServicesRetired Denver air traffic controller subject matter expert for the development of the 3 Dimensional Path Arrival Management (3D PAM) and its associated Decision Support Tool (DST) for Purchase Order, DTFAWA-09-P-00282 3. Total Estimated Value and Period of PerformanceThis procurement action will increase the ceiling amount on the current contract by $23,300.00 bringing the total contract value to $63,300.00. The Period of Performance will remain from September 1, 2009 through December 31, 2010. 4. AuthorityThe authority for this single source procurement is AMS policy section 3.2.2.4. 5. Reasons for Single SourceThe 3D Path Arrival Management Plan is part of NextGen with respect to trajectory based operations and weather. The objective of the project is to provide well defined and well understood methodologies to support the advancement of Traffic Flow Management capabilities. This initiative is included in the Administrator's 2010 Flight Plan document and has been briefed to Congress and the White House.FAA has a need for an air traffic controller subject matter expert for the development of the 3 Dimensional Path Arrival Management (3D PAM) concept and its associated Decision Support Tool (DST). The 3D PAM concept is being developed by the FAA in partnership with NASA and the Boeing Company. The project requires the participation of recently retired Denver air traffic controllers that have extensive experience using the Traffic Manager Advisor (TMA) decision support tool which is required for the operation of the 3D PAM concept. The deadline for the completion of the technical transfer of the NASA developed DST is at the end of July of FY11. It is critical that the project maintain subject matter expert continuity to insure the delivery of the technical transfer package is complete and on schedule. 6.
