Description
As required by FAR 5.201, the Governments intends to award a sole sourcecontract to Vertu Corp. under the authority of FAR 6.302-1, which states thatonly one responsible source and no other supplies or services will satisfyagency requirements. Effective competition is not anticipated for thisacquisition by virtue of the only known source with access to the TDP is Vertu Corp. The U.S. Army Contracting Command, Joint Munitions and Lethality Contracting Center, Picatinny Arsenal, NJ., has a requirement for 19,509 M26 Modular Accessory Shotgun Systems. The Government plans to solicit (FY-11-FY15) requirement Sole Source to Vertu Corp. doing business as C- More Systems, 655 Industrial Road, Warrenton, VA,20186. This is a follow-on to contract W15QKN-05-C-0456 which was competitively awarded to Vertu Corp. Only one responsible source is deemed suitable for this procurement because the proposed contractor,Vertu Corp, has developed and owns the data rights for the shotgunstechnical data package (TDP) and the Government does not have a TDPavailable for competition, at this time. The M26 (MASS) has gonethrough qualification testing and is currently being produced by Vertu Corp.the owner of the technical data package, under the LRIP contract. After a threshold production rate of 500 units per month is reached at the end of theLRIP contract, PEO SOLDIER is expected to authorize Full Material Release and Full Rate Production of the M26. The M26 MASS Operational Requirements Document (ORD), approved on 28 June 2004 requires a standardized accessory shotgun capability to execute multiple missions.The M26 is highly unique in that it will permit the Soldier to conduct door breaching operations while maintaining primary weapon control, allow shotshell employment while maintaining primary weapon control/employability,and enable increased Soldier mobility over the current systems. This new contract will ensure that the M26 (National Stock Number 1005-01-535-3487) seamlessly transitions from the current Low-Rate Initial Production (LRIP) to Full-Rate Production (FRP) contract.
