- This is a Sources Sought notification. In no way should it be construed to be an announcement of a solicitation or solicitation. The purpose of this announcement is to seek from industry possible solutions to the required Massachusetts National Guard action. The majority of military installations publish their newspapers or magazines by providing editorial content to contracted vendors, who in turn pay for the printing. Any profit, through the sale of ads, is kept by the contractor. The Massachusetts National Guards Minuteman Magazine operates under this type of an agreement. The Massachusetts National Guard seeks a contractor to assemble, print and distribute every 3 months a minimum of approximately 9,000 copies which will be magazine page size (minimum 8.25 inch X 10.75 inch) and will contain a minimum of 36 pages. A minimum of 4 issues per year will be published. OR: The Massachusetts National Guard seeks a contractor to assemble, print and distribute every month a minimum of approximately 9,000 copies which will be magazine page size (minimum 8.25 inch X 10.75 inch) and will contain a minimum of 24 pages. A minimum of 12 issues per year will be published. The Contractor shall be responsible for the paste-up of each page of The Minuteman Magazine subject to the guidance, direction and discretion of the Public Affairs Office, the Managing Editor or their designated representative. The Contractor needs to be fully capable of receiving and transmitting editorial copy electronically, preferably via ftp, however e-mail is acceptable. The Contractor needs to be able to fully display a proven capability to publish and finance through advertisements similar magazines. Massachusetts National Guard seeks a Contractor to lay out the publication. However, if by mutual agreement the layout is done by the Massachusetts National Guard staff, the Contractor agrees to either have a desktop publishing system compatible with The Minuteman Magazine editorial staff's or shall provide The Massachusetts National Guard editorial staff with such equipment. Currently the editorial staff designs with Adobe InDesign CS5 or QuarkXpress 8.0. The Contractor needs to use as camera-ready copy, a minimum of 600 dots-per-inch resolution laser printed pages. If final production is done at the Contractors place of business, the Contractor further needs to be able to provide a compatible desktop publishing system at the Contractor's place of business in order to accommodate last minute editorial changes. The Contractor shall contract with a printer who uses compatible equipment and software programs to ensure quality printing and photographs. The Minuteman will be a Full Color publication throughout. Public Affairs staff is responsible for all editorial copy. Percentage of advertisements in Minuteman Magazine: As a percentage of the total space available in The Minuteman Magazine, advertisements cannot exceed 40 percent in any one issue, Sufficient copies of Minuteman Magazine will be provided by the Contractor and delivered by the Contractor to residences of the approximately 8,500 Massachusetts National Guard members, retirees and government officials; and offices at Massachusetts National Guard. Government funds: Neither appropriated nor non-appropriated U.S. Government funds and material will be used to publish or distribute Minuteman Magazine. The Massachusetts National Guard is an element of the United States Government. This agreement would be a United States Government contract authorized under the provisions of Department of Defense Instruction 5120.4 as an exception to the Government Printing and Binding Regulations published by the Congressional Joint Committee on Printing. Although this contract is not subject to the Federal Acquisition Regulation (FAR) or the Defense FAR Supplement (DFARS), FAR clauses useful in protecting the interests of the Government and implementing those provisions required by law are used. NOTE: THIS IS NOT A SOLICITATION Respond to this Sources Sought Notification Interested parties should send a brief description of their ability to meet the above requirement as well as past company history describing other publications created.
