- Description
- This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. Contractor to remove the existing Bonneville Second Powerhouse Corner Collector Fish Behavior Guidance System (B2CC BGS), including all boat exclusion system, BGS system, anchor lines, and any hardware connected to or between anchors. Anchors and attachment points embedded into anchors shall remain in-place at the bottom of the river and on-shore. Contractor shall install a new replacement Corner Collector Barrier Boom at the entrance of the Corner Collector. Barrier to consist of existing boat exclusion line. The cables shall be replaced with chains, and swivels with a Working Load of 60,000 lbs. All chains and swivels shall be galvanized. There shall be one swivel at each Boat Buster Float. The Contractor shall provide any other hardware necessary to construct the barrier boom. All steel hardware provided shall be galvanized. Barrier shall be attached to the existing Cascade Island anchor point 1 and to a new anchor installed on the pier between units 12 and 13. This new anchor shall consist of removing the anchor between units 11 and 12 and moving it to the pier between units 12 and 13. Prior to installation the removed anchor shall be inspected to determine if it is adequate for use.
